Job description

HMRC is one of the biggest of any organisation in the UK and we run the biggest digital operation in Government. Our digital business runs the IT behind tax and benefits services for 45 million individual and 4.9 million business customers. We are undergoing a major transformation Programme, which includes significant investment in digitisation, so customers can do more for themselves online and in real time, bringing HMRC in line with banks and other large customer operations.  

The Income Tax Service Transition (ITST) Portfolio Delivery Team is a new team which will create a centralised and consistent project management function, covering IT specific aspects of programme and delivery management currently under provisioned against the existing CDIO operating model.

The creation of this function will allow specialist and dedicated resources to manage all aspects of delivery management, from standard & non-standard reporting to financial planning right through to the creation and management of IT work, delivery & change requests, supporting slicker, quicker IT planning & delivery managed under a consistent and monitored operational framework.

Person specification

A responsibility for you in this role will be ensuring that the right CDIO (and supplier) resource is in the right place, at the right time, doing the right things, to maintain delivery momentum.

As a project support officer, you will:

  • Support the SO and G7 project manager
  • Implement and maintain appropriate systems to enable effective iterative planning and scheduling, including monitoring and reporting
  • Assist in the management of project finances to get the best value for money against constraints
  • Use resource management tools (e.g. Clarity) to ensure the right people are working on the right things at the right time
  • Maintain risks and issues documentation, escalating as appropriate
  • Manage professional relationships with a wide range of internal and external stakeholders, including draft & sign-off correspondence as required

Essential Criteria:

  • Knowledge of both agile & lean practices
  • Confidence working in ambiguous and rapidly changing environments
  • Experience of working with stakeholders of all grades
  • Experience of planning using milestones
  • Experience using HMRC recognised project management tools and methodologies.

Desirable Criteria:

  • Experience in a Project Management Office (PMO) environment
  • Experience of the resource management Clarity tool
  • Have awareness of the HMRC IT end-to-end change lifecycle
  • Recognised professional project management accreditation – i.e. PRINCE2, APM practitioner. We would also consider candidates who are willing to work towards a Project Management accreditation
  • Experience of using Power Bi and Excel
