As our National Counter Terrorism Security Manager you will be responsible for countering terrorism and other security incidents by risk assessing, implementing and managing measures across the HMRC estate.

You'll be working in line with HMRC’s requirement and strategy and with industry best practice in promoting and improving Counter Terrorism awareness and preparedness, to keep HMRC’s people, assets and buildings safe and secure.

As part of this job, we expect you to provide advice, guidance and support on Counter Terrorism and other types of incidents. Additionally, part of your role will be supporting and occasionally deputising for the Grade 7 Estates Head of Counter Terrorism Security.

Here are some of the things you'll be responsible for as our National Counter Terrorism Manager:

  • Support the Head of Counter Terrorism Security in the development, implementation and continuous improvement of HMRC’s operational Counter Terrorism Security strategy and practice
  • Work proactively in collaboration with HMRC Security Directorate and others to develop guidance, support and advice for HMRC generally and for specific roles such as site Incident Control Officers
  • Contribute to ensuring, and assuring, HMRC’s preparedness for response to an increase in the state of alert, including carrying out threat and risk assessments
  • Undertaking risk assessments, and develop, implement and continuously improve lockdown measures and procedures as a result
  • Contribute to developing, implementing and continuously improving innovative counter terrorism training and awareness for personnel who secure and protect HMRC’s premises
  • Lead the program to test preparedness right across the physical counter terrorism spectrum, and contribute to developing and implementing recommendations for improvement
  • Proactively support customers, for example by initiating and developing campus Incident Control collaboration groups
  • Seek out and manage intelligence feeds, and manage dissemination of information across Estates and HMRC as appropriate
  • Supervise and manage collation and presentation of Management Information, including performance, customer satisfaction, etc.
  • Promote, develop and lead highly effective partnerships working with internal and external stakeholders in order to achieve business improvement
  • Manage the assurance program, and undertake assurance testing

Counter Terrorism Security is a national service therefore the post holder will be required to undertake travel, and overnight stays where necessary, to meet the requirements of the role, including for management meetings, training and workshops.

Essential Criteria:

  • Knowledge of Counter Terrorism, including the UK’s Counter Terrorism strategy
  • Experience of operational security
  • Experience developing and exploiting intel
  • Proven track record of development of Risk and threat assessments

Essential Qualifications:

If not already held, you must be willing to obtain minimum Level 5 security management qualification within 2 years of employment.

National Security Vetting

Once in post, the successful candidate will be required to successfully obtain National Security Vetting clearance at Security Check (SC) level. The offer of permanent employment in this role is conditional upon achieving the required level of vetting clearance. Failure to obtain the required clearance will result in redeployment to an alternative role within Estates or wider-HMRC.
