We have a pivotal role in Northern Ireland (NI) Delivery Programme, to implement HMG’s commitment under the NI Protocol, helping to achieve the 2025 government border strategy, crafting and delivering the longer-term border strategy, and constantly seeking out new opportunities to improve our customer’s experience through the evolution of our policies and changes to our processes, operations and live services.

 

Job Description

 

The NI Delivery Programme sits within Programme and Operation Delivery in Borders & Trade, and we require strong Project Managers with excellent interpersonal skills, who can engage with individuals comfortably and nurture the Project Delivery Profession.

 

Leading a NI Programme, you will handle the project team on a day-to-day basis, be responsible for driving and leading all aspects of the delivery of the project and ensuring that objectives are clearly defined and achieved within the agreed time, cost and quality constraints. This role is key in project governance, working with team members, to ensure the agreed project outputs are delivered.

 

Person Specification

 

  • Take ownership of project delivery - ensure that the accurate controls are in place to supervise outputs of project team members, such as risks, issues, and the project plan. Articulate these products at regular delivery review boards.
  • Take ownership of key project deliverables and metrics - such as financial forecasting and management, scheduling and planning, meeting corporate quality standards, scope definition, and gated approvals.
  • Maintain knowledge of the broader delivery landscape - recognising interdependencies with other projects, engage with assurance reviews, and escalate where required to achieve resolution.
  • Lead the project delivery team - develop and cascade clear vision, empower the team to deliver to the best of their ability, ensure project team has appropriate resource to deliver, and continually invest in personal development.
  • Identify key project partners and sponsors - handle these relationships effectively, report progress periodically, and ensure that benefits realised align with sponsors' requirements.
  • Understand the principles of project delivery - such as applying project methodologies, designing the delivery structure, and moving between phases of project delivery.

 

Essential Criteria

 

  • Experience working in a fast-paced change environment or Project/Programme environment.
  • Managing a team to deliver outcomes within time, cost and quality constraints.

 

Desirable Criteria

 

  • Confident, credible and an influential communicator, experienced at building trusted working relationships and leading/facilitating sometimes daring discussions across multiple partner groups and Programme and interpersonal boundaries.
  • Previous experience of engaging with senior individuals and collaborators.
  • The ability to adapt to changing circumstances and adverse situations.
  • Have a recognised PPM qualification e.g., MAPM, Prince2, APM, MSP or wanting to work towards achieving this.
