Job summary

This is a great opportunity to join HMRC Security’s Business Continuity Operations Team (BC Ops Team) at a time of major change in how Business Continuity (BC) is delivered within HMRC. The role is key to this development, and we are looking for an influential team player who will lead, guide and develop the team, extend the team’s influence and build further on its existing strengths.

 

A key objective of the role is to make business continuity planning “what we do around here”. To make it a given behaviour that HMRC does and to which it allocates resource as an integral part of its daily business. The role will lead a change of behaviour in business continuity planning across HMRC, drawing on and negotiating stakeholder resource to deliver a shift in behaviour that meets that outcome, and to agree a KPI to measure the effect of actions taken.

 

Key Responsibilities:

  • Leadership and management of a team consisting of 7 FTE (currently 1 FTE vacancy and 1 FTE on loan)
  • Creating a culture of understanding and engagement with timely and relevant business continuity management that reduces risks to an acceptable level and creates plans for the recovery of business processes in the event of a security or other incident that affects the operation of HMRC business
  • Drafting HMRC BC Plans to reflect individual risks identified in the National Security Risk Assessment and other Government documents that have implications for HMRC CNI, Business Critical Functions (BCFs) and other HMRC functions. Work with HMRC corporate providers such as IT, Estates, HR etc to develop site-based/function-based plans
  • Working closely with the Tier 2 Risk Managers and CDIO colleagues to develop a process for creating and updating a “heat map” that provides an insight into the impact of various disruptive events on HMRC’s CNI/,BCF assets and other business functions where a disruptive event would impede business operations
  • Identification of risks and mitigations and contributing reports in support of the Tier 2 Business Continuity Risk Risks. Full liaison with the BC Tier 2 Risk Manager, risk managers and function owners across HMRC etc
  • Developing and implementing a new Business Continuity Assurance programme working in consultation with a wide range of stakeholders

Essential Criteria:

Applications are invited from those who can demonstrate the following skills and experience:

  • A background in security
  • Understands business impact analysis and risk assessment and has experience of assuring Business Continuity and Disaster Recovery Plans
  • Drafts policy and associated guidance and is at ease making presentations to groups of stakeholders
  • Is comfortable with ambiguity and makes decisions in the absence of precedent or complete information
  • Has a track record of delivering successful outcomes through internal and external stakeholders, and is confident when handling contrary views
  • Copes well under pressure and prioritises when deadlines are tight
  • Solves problems and leads others to do the same
  • Proven leadership and people skills with experience of gaining the confidence of team colleagues and stakeholders
