Job Description:
Principal Planning Officer needed in Enfield, £40.24ph PAYE - Reference: RQ834089
1 To act as lead officer in multi-disciplinary and cross functional development teams bringing forward major development schemes and external applicants ensuring seamless approach and delivery of projects to agreed deadlines.
2 To promote the use of Planning Performance Agreements to manage development proposals through the planning process in line with agreed targets and outcomes
3 Conducting negotiations with other Services and applicants regarding their development proposals and planning issues including dealing with negotiations at a high level
4 Responsibility for negotiating substantial financial contributions for strategic infrastructure with applicants/agents to ensure acceptability of proposals where appropriate
5 Negotiation of agreements under S.106 of the Town and Planning Act where appropriate to secure wider environmental and community benefit from development.
6 Responsible for dealing with major planning appeals in their area and acting as the expert witness at Public Inquiries, Informal Hearings and Court Hearings, particularly where complex planning issues require a high level of experience and expertise.
7 Attending, presenting and supporting/deputising the Planning Decisions Manager and/or Head of Development Management role at Pre-Agenda, Briefing and Members Site Visit meetings and Planning Committee meetings as required advising on any planning issues arising from major development projects .
8 Providing the expertise when giving pre application advice to prospective developers and dealing with planning enquiries from agents, applicants and the public.
9 Provide expertise in all issues related to land use planning to other officers in their particular area which includes advice to professional officers on interpretation, consultation with interested parties and incorporation of their views in the assessment process involving implementing procedural change in line with legislation and other service improvements.
