Job description

A Product manager is responsible for facilitating a product team to build and release digital products or features. Product managers understand the business goals, the user needs for the service, and the different options for how to build and scope the digital product according to those needs. Associate product managers at HMRC can make use of multiple learning and development opportunities to develop their product management skills if joining at entry level. Product managers at HMRC follow the government Digital, Data and Technology (DDaT) capability framework and career paths.

We’re looking for someone with enthusiasm and drive, strong interpersonal, leadership and strategy skills who enjoys working in an agile environment and understands how user-centric solutions can drive down demand. 

Digital Service Management Team are at the forefront of supporting, developing and improving Digital Products for Personal Tax Account (PTA) and Business Tax Account (BTA). 
 
You will work be part of a team responsible for a portfolio of digital products and services in live and work alongside the delivery scrum teams in the Digital Delivery Centres, working to support, maintain and develop products to improve outcomes for customers.

The role will allow you to work in partnership with stakeholders across HMRC, as well as significant involvement in building and maintaining working relationships with external suppliers. 
 
As an Associate Product Manager working collaboratively with our business/operations colleagues to drive improvements to digital services that support the Customer Service Group objectives and HMRC business goals. 
 
This is a fast-paced environment which gives excellent opportunities for flexibility and proactivity. 

Person specification

You will:

  • Deliver product features for the Personal Tax Account, Business Tax Account or HMRC App
  • Define the scope of the service, the key features
  • Engage stakeholders to get buy in for the product vision and roadmap
  • Work with a multidisciplinary product delivery team (civil servants or suppliers) with skills such as user research, service design, business analysis, or software engineering to shape the product and build it
  • Work with team members, such as performance analyst and user researchers, to gather user insights and feedback on live products so that they can be iterated and improved
  • Own and maintain a backlog of ‘user stories’ (which describe features and functions a user should be able to do on the product) and prioritise the order in which they will be built and released to users. These should be in line with the goals of the product set by the organisation
  • Triage and investigate live digital service incidents, using tools to monitor resolution activity and provide progress updates to customers and internal stakeholders
  • Work with stakeholders across HMRC throughout the development lifecycle to manage the successful handover of products from programmes into live
  • Act as a Subject Matter Expert for the existing portfolio of digital products and services working with programmes and projects to help deliver HMRC digital vision
  • Participate in, and contribute to the Product management community of practice, whether through taking part in community initiatives, running sessions or talks, or other activities which support other product managers.

As this is an entry level role into product management, applicants are not expected to have experience of all the above responsibilities. Associate product managers at HMRC will be supported to learn these skills overtime so they can use them after a certain period in the role.

Essential Criteria:

  • Recent experience within a similar role

OR

  • Experience of building and maintaining positive relationships with stakeholders
  • Experience of understanding problems within a service, product or process, and finding a positive solution to resolve the issue
  • Able to prioritise work based on what is valuable to do first
  • Ability to collaborate with other professions or specialists to solve a problem
  • A working knowledge of the Personal Tax Account Digital Service or Business Tax Account Digital Service and a willingness to develop that
  • Strong verbal, written and visual communication skills that you are able to tailor to the needs of the audience
  • Experience in developing lasting stakeholder relationships, consistently delivering inspiring, engaging, and meaningful messages about the products and services you have worked on.
