Job description

A key part of the role will include project management of cyber change across key systems and services within HMRC, providing clarity and direction. The jobholder will be required to deliver the project(s) to agreed time, cost and quality criteria and tolerances, delivering the project objectives and benefits whilst staying within scope, actively and effectively managing associated risks/issues. The job holder will work closely with the Senior Project Manager and PMO and will be required to carry out the following responsibilities, activities and duties: 

  • Day to day management of projects, including planning, management of risks, benefits, escalations, writing/contributing to business case.
  • Maintain all project documentation and be responsible for the configuration management and library of all documentation, including baselining and quality checking.
  • Responsible for change control and management of all programme/project documentation including the plans, PIDS and associated project documentation.
  • Analyse and write project entries to Programme Highlight Reports (PHR); checking consistency, status of key milestones, dependencies, governance adherence and risks & issues to be able to assure progress towards HMRC Security’s and wider CDIO objectives.
  • Lead on the Project benefits tracking and monitoring and work collaboratively with others including Senior Project Managers/PMO to provide support to programmes in the identification of benefits and realisation plans to ensure they are realistic.
  • Attend allocated Programme Boards, Project Boards and any other meetings, feeding back key issues. Pro-actively manage risks, issues and dependencies to resolution, in addition to actions produced by the various meetings.
Person specification

Essential:
 
The successful applicant(s) must have 

  • Demonstrable experience of working within medium to large scale projects / programmes, and an understanding of project management techniques and methodologies, with evidence of utilising appropriate tools and techniques. 
  • Excellent stakeholder management skills, identifying key stakeholders and developing effective relationships. 
  • Experience of tracking delivery within budget, regular budget reporting or working with Finance teams. 
  • Managing project/programme resources (HMRC staff, contingent labour or third-party suppliers) to deliver the project.

Desirable: 

  • A relevant professional qualification in Project & Programme Management i.e. APM, PRINCE2, MSP etc. at practitioner level, or a willingness to work towards this.
  • Experience and knowledge of Agile Product Development/Agile Project Management
  • Experience of identifying benefits and ensuring they are understood, measured, tracked and owned.
