About the Team

This is an exciting opportunity to become involved in HMRC’s ambitious initiative to ensure its comprehensive data holdings are processed in a way that is fully compliant with data protection laws, and that the department is managing its records and knowledge in a way that supports business progression and regulatory requirements. 

About You

You will be based in the Office of the Data Protection Officer (oDPO) the role is to support the Departmental Records Officer (DRO) in carrying out their statutory role in leading on compliance with the Public Records Act (PRA) and associated responsibilities for the care of the HMRC and its arms-length body. Valuation Office Agency (VOA) records from the point of creation to the point of disposal, either by destruction or transfer.

  • Support the DRO/Deputy DRO with Briefings for Permanent Secretary and Advisory Council.
  • Ensure senior managers are made aware of information and records management issues, and risks.
  • Manage a team of central HO Records Management Officers.
  • Deliver the induction training of new staff members.
  • Manage the VOA stakeholder relationship.
  • Manage the interface with Knowledge Information Management (KIM)/Assurance teams within ODPO and other key stakeholders across HMRC.
  • Provision of advice and guidance to a range of internal and external stakeholders.
  • Collate budget bids for Information Records Management (IRM) teams, Travel & Subsistence (T&S) and archival equipment.
  • Develop and implement records management training for staff.
  • Engagement with OGD, external stakeholders including, but not limited to Government.
  • Knowledge and Information Management network (GKIM); TNA; cross Government DRO community and Information and Records Management Society (IRMS) to monitor for issues and risk affecting IRM and taking appropriate escalation via DRO/ Deputy DRO and HMRC governance boards.
  • Travel will be required to HMRC regional centres, The National Archives and any location where the DRO archival rooms are located.

We are look looking for someone to:

  • Lead on the planning and delivery of key corporate IRM policies and processes, including HMRC’s transition from paper to digital records.
  • Ensure IRM policies and processes are documented and embedded to support HMRC’s compliance with the PRA.
  • Monitor and report on the progress of the Information Management Review (IMR).
  • Develop and deliver information and records management training.
  • Lead on the planning and delivery of the annual transfer process of HMRC’s records to meet HMRC’s obligations under.

Essential Criteria:

  • Qualification in Records Management (or other relevant information management qualification) or;
  • Thorough knowledge and understanding of the theory and practice of managing records subject to PRA and Sec 46 Code of Practice (FOIA) requirements.
  • Delivery of the annual transfer of records to The National Archives.
  • Establish practical user friendly solutions for the effective management of electronic records. Including experience of M365 suite of tools.
  • Act as a subject matter expert to ensure IRM principles are included in strategic objectives.
  • Apply the principles of the information life cycle in an operational environment. 

Desirable Criteria:

  • Supporting DRO/ Deputy DRO and/or representing the DRO with stakeholders and at cross government working groups.
  • Working collaboratively with other internal and external stakeholders.
  • Experience of managing staff.
  • Understanding of retention schedules and life-cycle of information.
  • Understanding of machinery of government change.
  • Applying to the TNA for retention instruments and closure applications.
