To Support to the service area on delivery of the Corporate and service plans using appropriate organisational tools, policies and procedures including
Preparation and undertaking of all routine, unplanned and emergency work relating to the upkeep, reactive and planned maintenance of buildings and property for which the Service Area has responsibility.
Providing design, technical and procurement advice and support to the Council’s front line services on construction issues including brief and design development, options appraisals, feasibility studies procurement options, quality control, health and safety.The design and supervision of programmes of planned maintenance of property for which the Service Area has responsibility, including:-
Electrical, plumbing and drainage installations.
Air conditioning and heating systems.
Lifts, fire alarms, security and emergency lighting schemes, and sprinkler systems.
Painting and pre-paint repairs.
Preparation of appropriate dilapidations, general and structural surveys, void inspections, specifications, drawings and reports as required.
Maintaining and updating files and records and carrying out general duties to include updating planned maintenance spread sheets and ordering and monitoring works through the Council’s Uniform system.
Preparation of estimates for capital, planned and routine maintenance projects, surveys and for budget purposes.
The preparations of plans and specifications for submission for Planning and Building Regulation approval.
The preparation and issuing of tender documents and the management of Minor Capital and Revenue projects (value up to £100k) within defined parameters of time and budget including the management and administration of works on site to ensure compliance with instructions and specifications, issuing of interim and final certificates, agreeing final accounts and maintaining/monitoring expenditure records and the production of appraisals of progress, all in accordance with the Council's Constitution including all Policies and any relevant statutory requirements and legislation.
Undertaking CDM and risk assessments for appropriate projects. Ensuring that all legislative and health and safety issues relating to the work area are met.
To liaise closely with, and consult, Service Areas, stakeholders, Tenants, Local Authorities and other organisations in all aspects of maintenance and associated works related to the Service Area.
Assisting with the commissioning and management of external consultants with stakeholders in relation to the service area.
Signing official orders up to the value authorised by the Surveying and Maintenance manager.
To liaise and consult with tenant representatives and attend evening meetings of Tenant Representative groups, as necessary.
To take part in the Council’s Staff Appraisal Scheme, undertaking any training that is agreed as a result of the process.
Undertake such other duties and responsibilities, as determined by the Senior Surveyor Team Leader that are consistent with the level and nature of the post.
To monitor service area delivery and support continuous service improvement, challenging existing practice and actively seeking ways of achieving greater outcomes and leaner delivery (GOLD)
To act as ambassador for the service area both internally and externally representing the service area priorities and organisation initiatives as appropriate
To contribute to projects; to contribute to service project teams as required
To support development & delivery of a system of continuous review and improvement within the Service so that ‘traditional thinking’ is challenged and innovation pursued.
