Job Description:

Seeking an experienced Project Manager-Ensuring Quality to work on a 35 hour per week contract role to start on 24-07-17 until the 21-08-18 with a likely extension.

Hours are: 9:00 am to 5:30 pm, Monday tyo Friday.

 

East London Solutions (ELS) have been working with Adult Services across the six East London Boroughs to explore opportunities to engage in shared services and joint working in order to increase efficiencies, cash savings and service delivery

 

Five ELS boroughs (Tower Hamlets, Newham, Redbridge, Havering and Barking & Dagenham) are working together on a project (‘Ensuring Quality’) to develop a common framework for quality assuring non regulated social care providers who wish to advertise on the councils’ Community Catalogues and/or e- Marketplaces. The focus of the initial project will be day services, supported accommodation and floating support.

 

This is an important project, designed to ensure that Personal Budget holders (and self-funders) wishing to purchase services from organisations that are not directly commissioned by any of the councils can do so with the reassurance that those organisations have met various criteria relating to quality and the management of risk.

 

Expected benefits of this project include:

 

  • Will broaden choice for service users.
  • Service users can be assured that the decisions they are making are risk managed.
  • Providers will only have to go through the process once for all five authorities.
  • Boroughs will be able to share the costs of development and ongoing monitoring responsibilities, therefore ensuring the process remains as efficient as possible.

 

Deliverables of the project will include (though not exclusively):

 

  • An understanding of existing quality assurance and monitoring arrangements.
  • The core quality standards for the chosen categories defined.
  • Additional, service specific, quality standards for the chosen categories.
  • A recommendations report on how the agreed quality standards will be monitored.
  • An agreement on the appeals and de-accreditation process.
  • A set of templates and guidance notes.
  • An agreed approach to market development and how providers who fail to meet the criteria are supported.

 

This will be a six months project, starting from February 2013. The project will be hosted by The client, and a Project Lead will be on secondment from Redbridge for the duration of the project. Support will be provided by ELS, and each of the five boroughs will be actively represented on a Project Board.
