Cost Lead

The Program Cost Lead is responsible for the cost control and reporting systems across the Program. The Program Cost Lead reports directly to the Program Project Controls Manager. Major responsibilities for the Program Cost Lead are the following:

• Responsible for monitoring the timely and accurate documentation and reporting of project changes at the Program level.
• Monitor and report on Program Level budgets and commitments
• Responsible for monitoring Program Funding mechanisms (Direction Letters, AFEs, CCAs, etc…) to support the RFS Plan.
• Responsible for coordinating the release of RFS and Amendments.
• Responsible for the oversight and management of the client Cost and Earned Value Database.
• Support Project Controls with detailed schedule and earned value analysis and assess the impact(s) of design/construction changes and schedule alterations
• Use cost baseline, project funding requirements, and work performance information to monitor costs.
• Use earned value measurements, forecasting, variance analysis, and performance reviews to analyze cost at the Program level.
• Responsible for overseeing the development of Program level budget forecasts.
• Responsible for overseeing the development of the Quarterly Capital Expenditure Forecast and Annual Budgets.
• Support development of Risk Management Plans.
• Track and reports on project budget and committed contracts at project and Program level
• Participate in the project weekly meetings to provide updates on project costs.
• Responsible for oversight of the Change Management Process at the Program Level.
• Responsible for the development of the cost reporting tool to client
• Responsible for the development of the client Monthly Reports
• Evaluate staffing plans, identify any excessive peaks and make recommendations for peak leveling
• Responsible for oversight of the overall program Forecasting and Accruals
