Summary

Intelligence Assessment (IA) forms part of the Analysis function within HMRC’s Risk and Intelligence Service (RIS) Directorate.

We provide HMRC with dedicated and professional intelligence analytical expertise, delivering high quality products to customers across the department and wider government.

Our products increase HMRC's understanding of the changing threat and risk landscape in relation to organised crime, hidden economy and evasion.

The reports produced by IA influences Departmental decision-making across HMRC at all levels, including Senior Strategy and Policy decision makers, Compliance Planning and Delivery Groups, and operational caseworkers.

IA also provides HMRC's contribution to national and international cross-agency threat assessments, working closely with partners to ensure HMRC's areas of responsibility are fully reflected in the wider UK organised crime and national security contexts.
Job description
Our Senior Executive Officer (SEO) Intelligence Analysts are technical specialists who also have line manager responsibilities providing direction and performance management to a team of analysts.

We expect you to drive, influence and coordinate the production of a variety of innovative and complex analytical products.

Products can range from strategic intelligence assessments, which inform and influence senior stakeholders, to operational and tactical products, which support both individual and complex HMRC investigations.

SEO Analysts will have input into cross-Government international briefings ensuring HMRC threat/risk governance control is accurately and precisely instructed.

Responsibilities Actively lead and manage the analytical team, providing clear direction building motivation and support.

• Manage and assure the quality outputs of the Intelligence Analysts.
• Write reports in areas of high complexity, sensitivity or challenge for Senior Stakeholders across Government and the Department.
• Seek development opportunity for you and your team members; encouraging their development and learning, acting as a tutor, coach or mentor when needed.
• Actively encourage and participate in the development of business improvement.
• Actively exhibit and promote an encouraging, friendly, courteous and inclusive environment in the workplace.
• Effectively communicate with HMRC and Government stakeholders, building and maintaining strong working relationships to assure quality outcomes.
• Represent Intelligence Assessment at a range of fora, both within HMRC and outside, including other Civil Service departments, the private sector and professional groups.

Person Specification

Essential Criteria:

Due to the specialised and professional nature of these posts, applicants must have and be able to demonstrate:

• Substantial practical knowledge of working as an Intelligence Analyst in a criminal justice, fraud, military or counter terrorism environment.
• Comprehensive and tried knowledge of intelligence analytic methodology / techniques.
• Practical and proven experience of quality analysis in a fast-paced environment responding to changing demands and priorities.
• Experience working within legal frameworks that govern the use and dissemination of information and/or intelligence.

Qualifications
Due to the specialised and professional nature of these posts, applicants must have completed one of the core professional intelligence analyst training programmes as recognised by Professional Head of Intelligence Analysis (PHIA – Cabinet Office) or College of Policing from the following list:

- NIAT - National Intelligence Analysis Training and/or Intelligence Professionalisation Programme (IPP) completion
- GIAT - Government Intelligence Analyst Training
- DIAM - Defence Intelligence Analyst Module
