This is an exciting opportunity for a Master Data Management (MDM) specialist to join the Chief Data Office in HMRC to enhance our ability to access and share data across HMRC and across government in a much more joined up way.

We are looking for someone with experience in data engineering who has an attention to detail and is willing to roll up their sleeves and get stuck into the intricacies of our data but will also work strategically to overcome long-term challenges in a fast paced environment. This is a chance to be pivotal in supporting the priorities of the organisation and contribute towards greater inter-operability and data sharing across government.

Job description

You will work within the Chief Data Office with other like-minded professionals to support the following activities:

  • Develop and implement HMRC MDM strategy (including reference data and associated metadata);
  • Develop and implement MDM standards, enforce data governance procedures and ensure data integrity across multiple platforms;
  • Lead organisation-wide MDM governance activities to deliver and align with key partners on single view master data;
  • Oversee MDM quality data activities (ie de-duplication, consolidation and cleansing);
  • Partner with peer group, sponsors and partners to implement business processes and policies that will support a successful master data transformation and ongoing programme accountability;
  • Develop key controls and KPIs to enable accuracy and measure conformance;
  • Monitor the status of master data and work with Programmes on transformation initiatives; and
  • Support greater inter-operability across government.

Responsibilities

Essential skills and experience required:

  • Relevant degree or equivalent practical experience;
  • Experience of leading and fostering innovation and change within large scale organisation;
  • MDM approaches and methodologies associated with an enterprise ERP implementation or transformation project in a large organisation;
  • Knowledge of standard data migration approach, tools, and roles & responsibilities;
  • Credibility with partners to understand, map and document their current needs - operations, processes, challenges and barriers to change;
  • Defining the requirements for an MDM solution based on business requirements, existing tooling, determining the need and value of performing the activity based on the context, scoping into specifications, solution options and delivery plans;
  • Data modelling knowledge, data matching/cleansing, and data enrichment skills;
  • Good knowledge of data warehouse data structures/data marts;
  • Supporting users through extensive User Acceptance Testing;
  • Define operational and data quality metrics;
  • Coach and develop own team of technical specialists;
  • Report writing skills.

Desirable

  • Masters in Information Systems, Computer Science, Analytics and/or any relevant industry recognised qualification such as TOGAF;
  • Knowledge of relevant programming languages is preferred;
  • Project Management skills. PRINCE-II, APMP, Agile
