HMRC is building a modern, digital tax administration and runs the biggest digital operation in Government, providing digital services for 45 million individuals and 4.9 million business customers. Our digital programme is multi-award winning and the envy of other government organisations.

Our role sits within HMRC’s Chief Digital & Information Group (CDIO) we’re increasingly delivering in-house through our growing network of digital delivery centres – hi-tech, state-of-the-art facilities across the UK.

We are building a team of outstanding people who will create and run these new digital services. We will be using modern technology and agile development methods, and release as much of our work as possible as open source software.

The Head of Agile Delivery Management is an essential component of HMRC’s strategic delivery aspirations. You will be responsible for ensuring appropriate Agile techniques are used by our delivery teams in the Digital Delivery centres, you will act as a mentor and coach to Senior Agile Delivery Managers and ensure that all teams maximise the benefits that Agile development methodology provides.

Job description

As an Agile Delivery Manager at HMRC the responsibilities of this role include:

  • Represent and champion the role within the department, across government and in industry.
  • Lead the community of practice for this role and build capability and excellence (in agile, lean practices).
  • Support the recruitment of the right people to the right teams.
  • Support professional development and continuous improvement of the digital delivery manager community.
  • Work with other heads of roles to promote effective cross-functional delivery.
  • Be a skilled team leader who can confidently communicate the value of the role to digital and non-digital partners.
  • Be credible and influential across departments.
  • Be an active participant of HMRC’s People Priorities for Ways of Working.
  • Support the Head of Profession, contributing to new initiatives, learning and development and career development.
  • Line manage digital senior delivery managers; undertake all management duties in line with HMRC policies, such as performance management, attendance management, learning and development.
  • Support continuous agile delivery process improvement including the associated governance and non-agile processes.
  • Champion a positive team culture in agile delivery teams.
  • Travel to other offices / overnight stays may be expected from time to time.

Responsibilities

Essential Criteria:

  • Expert-level coaching of others in agile techniques in a digital environment.
  • Extensive experience of delivering a variety of high priority and visibility digital services using agile and lean techniques through the whole lifecycle.
  • Leading a portfolio of work across multiple delivery teams and locations.
  • Deep experience of using Scrum, Kanban, XP and Lean approaches in a variety of circumstances.
  • Providing guidance in the use of modern software development techniques (e.g. pair programming, test driven development etc).
  • Delivering in a user-centred design environment.
  • Working in a complex digital organisation.
  • Working with multiple teams in complex domains.
  • Understanding and experience of supplier commercial engagements and budget management.
