Job Description:

HMRC is building a modern, digital tax administration and runs the biggest digital operation in Government, providing digital services for 45 million individuals and 4.9 million business customers. Our digital programme is multi-award winning and the envy of other government organisations.

Our role sits within HMRC’s Chief Digital & Information Group (CDIO) we’re increasingly delivering in-house through our growing network of digital delivery centres – hi-tech, state-of-the-art facilities across the UK.

We are undergoing a major transformation programme, which includes a £200 million investment in digitisation, so customers can do more for themselves online and in real time, on computers, tablets and smartphones.
 
As a government organisation we need to ensure our services are accessible to everyone. The front-end code ensures that customers can successfully interact with our services, and helps people with disabilities to access the same information, perform the same tasks, and receive the same services by using technology.
We are looking for someone who has a passion for user-centred design and an interest in accessibility and digital inclusion, as well as the Service Standard which is a key role to ensure we build services usable by everyone.
Job description
Your role

Lead on the Public sector website legislation (EU Directive) coordination activities to meet legislation for public sector websites

Define and establish best practice based on WCAG standards that make our services and internal systems usable by all, by default;

Define and implement our assurance approach to support the Service Standard with regard to accessibility and digital inclusion;

Promote the Service Standard across HMRC and collaborate with GDS and other government departments to further develop and iterate it

Champion Accessibility and Assisted Digital across HMRC and government.

Lead the strategy and policy on Accessibility and Assisted Digital for HMRC CDIO

Increase awareness of Digital Inclusion and make better use of skills/knowledge and assets (e.g., testing labs, accessibility empathy spaces, etc.).

Bring cost savings (e.g., in-house reviews and audits), improve knowledge, processes and guidance, work wider across govt to share knowledge/expertise

Draw links across government - joining up services to create high quality and consistent support and empower teams to understand and embed inclusive services

Lead a team of digital inclusion experts, covering accessibility and assisted digital

Responsibilities As a Digital Inclusion and Standards lead you will be:

Managing governance and compliance with the EU Directive (Public Sector Accessibility Regulations 2018);

Leading on propositions for accessibility debt and ensure every HMRC website and app meets WCAG 2.1 accessibility standards;

Acting as a subject matter specialist for accessibility regulations, making strategic recommendations;

Managing the accessibility statement service, ensuring all services publish a accessibility statement;

Working closely with user research, design, and customer insight functions to drive a deeper understanding of user needs, using evidence based recommendation;

Liaising with teams to help develop and raise awareness by guiding their planning through meetings and workshops;

Working with the teams to draw links across government - joining up services to create high quality and consistent support and empower teams to understand and embed inclusive services;

Applying agile and lean methods and ethos of the Service Standard;

Providing team members with professional advice and performance feedback, supporting their learning and development goals;

Building and maintaining relationships with senior stakeholders, leaders of teams and concerned with digital inclusion;

Essential skills

You’ll have a demonstrable passion for user-centred design, with extensive experience of:

Disability law, including the Disability Discrimination Act, the Equality Act 2010, Public Sector Accessibility Regulations 2018;

A degree related to web design/development or relevant experience;

Speaking about accessibility and digital inclusion at conferences;

Understanding and explaining the ways people who are digitally excluded or have access requirements, need to use services - things that help/hinder them;

Have an understanding of HMRC services by analysing evidence and making recommendations;

Leading and managing teams, coaching, growing skills and directing the work of others;

Creating a collaborative, inclusive environment;

Setting direction - making decisions, evaluating impact and contributing to strategic discussions at a senior level;

Being pragmatic and confident when dealing with a range of audiences and senior stakeholders;

Establishing, promoting and applying accessibility standards and other good practice guidance for inclusive digital services;

Helping digital teams to build services that meet the needs of users who are digitally excluded or have access needs;

Building and leading a team of specialists and ensuring team output is of a consistently high quality;

Desirable skills

Ideally, you will also have:

Experience of working in government;

Experience of delivering digital services in large organisations;
