Job description
As Pod Lead you will take responsibility for leading Product based teams to design, deliver and support a set of Products for their life-cycle, from inception, through live operation and potential de-commissioning. You will lead and manage one or more highly skilled, cross-functional teams, as well as defining, monitoring and amending the processes and structures necessary to achieve this.

As part of Data Platform Services (DPS), you will be expected to ensure the key principles of security, reusability, extensibility and reliability form part of the Platform services you build and operate.

You will be accountable for the availability, operation and continuous improvement of a set of products in use within HMRC.

You will be core to decisions that build highly skilled teams, and you’ll be adept at breaking down barriers for your team or teams, providing leadership and planning at a high level as well as getting into the detail to make things happen when needed.

This is a demanding role where you will need to engage across HMRC’s CIO’s and businesses accountable for ensuring that requirements are understood and translated into operational plans that deliver tangible benefits. You will become an SME in the Product/s that your team supports with the ability to advise and support the DPS Engagement team in conversations with Business areas in the formulation of requirements, change requests and live service operations.

The Team:

The DPS Group is building an engineering capability to help run, maintain, and evolve its strategic Data Analytics platforms and services.

We are at the heart of HMRC’s ambitious digital transformation and cutting-edge innovation. The team was set up just over 3 years ago in response to HMRC's desire to take control of building and running its critical data capabilities in complex and multi-sourced environments. This is a fantastic time to get involved and join us on our mission.

The DPS Delivery Group provides cradle to grave services supporting agile project delivery and provides live service support to all analytical services, including HMRC’s next generation data analytics platform. The Delivery Group has grown significantly over the last 24 months from little over a dozen people to nearly 200 people, but the Delivery Group is yet to see its biggest growth in 21/22, driven by a maturing operating model, increased demands for services, and a focus on building internal capability.

• This role may require the successful candidate to provide support outside of normal working hours and taking part in On Call rotas.
• Limited travel may also be required as part of this role to work in a geographically distributed Delivery Group as well as engage with customers and suppliers.
Responsibilities On a day to day basis this will involve managing and monitoring staffing requirements and resource plans and taking ownership for recruitment into your Pod. Accountable for risk management of your product/s - handling risks, issues, assumptions and dependencies; and raising where necessary through the correct channels.

Overseeing the service management for the Product/s you’re responsible for – ensuring products meet quality standards to be accepted into live in a timely manner and ensuring the Product/s are closely monitored in production.

You will have strong partner management experience and will build strong relationships with a range of partners across HMRC, wider Government Departments and vendors for your Product/s. You will represent your Pod at a variety of high-profile meetings and forums and regularly report back to the Data Platform Services Senior Leadership Team.

Overall financial tracking within your Pod, working with other Business areas as appropriate. You’ll use leading practices of Agile, and Lean principles and methodologies to ensure product changes are delivered to time and quality. You will work closely with the Delivery Leads and Scrum Masters within your Pod to deliver and support your Product/s.

Ensuring your team understand and adhere to DPS processes and follow security practices. You will review and work with the wider team to improve processes and practices where appropriate.

You will report to the Head of Engineering and Data Operations for Data Platform Services but work closely with the entire team as a member of the DPS Extended Leadership Team.

Essential Criteria:

• Experience of leading cross-functional team/s to design/deliver/support IT changes and brand-new systems on enterprise software.
• Experience of service management for critical systems.
• Experience of resource planning and financial tracking.
• Must be a robust character who can thrive and survive in a fast paced, multi-threaded environment with often conflicting and shifting priorities. Ability to provide leadership and strength to your team in times of change and uncertainty.
• Understanding of Cloud computing and virtualised environments and how best to utilise them and maximise their benefits for development flexibility and efficiency
• Working understanding of DevOps practices to improve business performance through productivity and innovation.
• Successfully applied Agile/XP/Scrum/Kanban practices and a consistent record of using Agile practices to deliver quality products and services at scale
