Main Purpose of the Job/Key Objectives

Through the application of high level Development Management, placemaking and supervisory skills, make a significant contribution to the regeneration of the borough through the innovative and practical development of proposals for planning permission to ensure that growth and regeneration in the borough is delivered in line with the Local Plan.

Job Context:

  1. The postholder reports to the Strategic Applications Team Leader.
  2. The postholder assists with responsibility for staff in the Strategic Applications team.
  3. The postholder will occasionally be required to work outside standard office hours.
  4. The postholder will generate income through charged for pre-application enquiries and negotiate financial and other contributions in planning obligations.

Skills and Abilities:

  1. Planning and urban design skills: high level of proficiency.
  2. Customer care champion.
  3. Good understanding of the dynamics of team working.
  4. Developing individual management skills: disciplinary and counselling.
  5. Good appreciation of employment legislation.
  6. Competent team management skills: organisation, crisis management and change management.
  7. Proficient level of general and competent level of specialist IT skills.
  8. Time/priority management: effective understanding of Project Management techniques.
  9. Ability to work effectively under pressure and handle stress.
  10. Innovative thinker and ability to analyse and weigh very complex issues with a demonstrable ability to take tactical decisions and achieve high quality and high level outputs through the practical application of project management techniques.
  11. Writing: display high level of ability in letter writing; clear reports on complex or controversial issues; exhibit a clear and comprehensible writing style in line with Plain English principles.
  12. Verbal communication: good level of proficiency in difficult scenarios.
  13. Presentation skills: presentation of complex and controversial items at Committee and competent ability to act as the Council's representative at meetings.
  14. Negotiation: sophisticated and accomplished level of proficiency to lead complex and ongoing negotiations in politically sensitive scenarios.
  15. Assertiveness: high level of proficiency and competent ability to handle difficult people effectively.

Experience:

  1. Effective supervisory experience and developing management experience at team level within development management or urban design.
  2. Appeal experience: public inquiries and developing experience of public meetings, member level meetings or committees, plus working to complex constitutional procedures, including public hearings and legal challenges.

Qualifications:

  1. RTPI accredited postgraduate degree.
  2. Eligible for Membership of RTPI or RICS (Planning and Development).
  3. Evidence of relevant Continuing Professional Development (CPD).
  4. Management training (desirable).
