As the Asset Needs Programme Development Manager for the Specialist Bridges Group you will be a key member of the team that manage and direct inspections and maintenance to large structures including the M48 Severn Bridge, M4 Prince of Wales Bridge and M5 Avonmouth Bridge. Not only are the bridges iconic, they provide essential transport links for over 70,000 road users each day, connecting our country to benefit our economy, businesses and customers.

In this role you will define future inspection and maintenance programmes to ensure the long term integrity of the assets, supported by a small team of specialist Engineers and Inspectors. As the technical expert you will lead the identification of asset needs and early solutions, and develop a commercially viable 5-10 year forward programme of works to be delivered by supply chain specialist teams. You will actively engage with internal and external stakeholders to ensure the bridges operational requirements and constraints, are considered and reflected, in the development of technical policies and standards. Customer Service is imperative in everything we do so the successful candidate must ensure the health, safety and wellbeing of customers and employees are fully considered and accounted for throughout the planning and delivery of each service activity.

What you'll be leading on

  • Develops the M48 Severn Bridge, M4 Prince of Wales Bridge and the M5 Avonmouth Bridge 5 year forward programme and budget forecasts
  • To lead and coordinate the identification and evaluation of asset specific needs for the M48 Severn Bridge, M4 Prince of Wales Bridge and the M5 Avonmouth Bridge to articulate future maintenance and improvement requirements.
  • To ensure that the Specialist Bridges function has robust, effective and high-quality processes, procedures, and tools in place to provide the required level of performance for the M48 Severn Bridge, M4 Prince of Wales Bridge and the M5 Avonmouth Bridge.
  • To ensure that the M48 Severn Bridge, M4 Prince of Wales Bridge and the M5 Avonmouth Bridge forward programmes, capital investment and maintenance plans reflect asset needs, and are developed in a way that is compliant with the organisation's technical asset policies and standards
  • Ensures that the function has the required internal technical expertise to shape, assure and/or challenge early solution designs and studies, to ensure these, deliver the best outcomes for customers, whilst maintaining compliance with technical policies and standards.
  • To lead the engagement with SES (Safety, Engineering & Standards), ensuring that the bridges operational requirements and constraints are considered and reflected, as applicable, in the development of technical policies and standards
  • To act as the bridges nominated representative for discharging the relevant statutory and regulatory duties, operational standards, service delivery manuals, requirements and guidance.

To be successful

  • You will be a Civil or Structural Engineer with a background in design, construction or maintenance of highway structures. Chartership is desirable.
  • You will have expert knowledge of asset condition assessment and degradation modelling
  • You will have expert understanding of relevant technical asset policies and strategies
  • You will have demonstrable experience of developing business and asset management plans
  • You will have good commercial and financial acumen, including budget management
  • You will have proven experience of asset management decision making (capital investment, lifecycle costs, value optimisation, service & availability optimisation, social & economic knowledge)
  • You will have an awareness and knowledge of duties to be discharged through relevant statutory and regulatory duties, operational standards, service delivery manuals, requirements and guidance
