Key elements of the role include:

  • Leading a team of circa 50 across 3 key functions of Financial Control and Business Planning, Finance Partnering and Change Benefits
  • Maintaining an integrated view of CSG performance against the business plan, working across FP&P and each of the operational directorates
  • Leading the production of the CSG business plan working in partnership with CSG SLT, tracking and monitoring performance against the plan with SLT on a monthly basis
  • Leading on the Spending Review implementation planning for CSG in partnership with Operational Excellence
  • Overseeing the in-year financial forecasting, management and control process including evaluation of funding bids and running prioritisation exercises for CSG
  • Supporting Transformation including forecasting, tracking and reporting of change benefits, impacts and efficiencies
  • Working with the central Corporate Finance team on a range of areas including management of the overall financial position and providing CSG input as required into cross HMRC issues and projects
  • Providing a leadership role within the wider HMRC finance community

This is a key leadership role across Customer Services Group. You will work closely with Customer Services senior leaders and other key stakeholders. As part of the FP&P leadership team you will help to build a culture that focusses on exceptional delivery through excellent relationship management skills and a deep understanding and awareness of business priorities. The Deputy Director will need to work collaboratively with other members of the FP&P SLT to integrate this expert service function within the wider portfolio of FP&P services. In addition, the role will be expected to lead on a wider portfolio of work as required e.g. a work stream within the people agenda. Key to this will be a willingness to engage with partners, stakeholders and internal colleagues to bring about new ways of working to deliver an industry leading service

Responsibilities

Accountabilities:

  • Leading the CSG business plan production and helping to assure delivery of the business plan through working as part of the wider CSG enabling function
  • Providing direct support as an expert service on change benefits and transformation finance, business planning and finance control to the FP&P Director, CSG SLT, Operational Delivery Directors, Operational Excellence, Transformation and HR
  • Leadership and management of 3 functional teams
  • Supporting the modelling, forecasting and planning for UK Transition, and fiscal events (including Budgets and Spending Reviews)

Key Responsibilities:

  • Work as a trusted business partner, developing effective relationships with key senior stakeholders and delivering high quality services
  • Providing excellent business advice using insight and practical business understanding to identify opportunities for improvement in performance or efficiency and helping drive business solutions and improvements
  • Leadership of a diverse team of professionals ensuring the team has the right skills and resources to deliver good outcomes. Creating an engaging, inclusive and diverse environment to enable people to be at their best and deliver great outcomes
  • Managing a team of circa 50, including the direct management of 3 heads of function

 Business Planning and Finance Partnering

  • Owning the development of the business plan for CSG working in partnership with individual operational delivery directors and CSG SLT, based on the resource model provided and forecasting non-pay bill costs and investments
  • Assuring efficiency and value for money are visibly embedded into the CSG and Operational Directorate business plans
  • Ensure deliverability of the business plan, review and documentation of rationale changes and estates profile
  • Oversee the management of estate utilisation and help to ensure efficiencies delivery

Finance Control

  • Providing an effective financial control regime, with accurate forecasting and tracking
  • Assuring the production of credible monthly management accounts and ensuring that they accurately show the financial performance of the respective operational directorate
  • Ensure the maintenance of ERP and management forecasts
  • Oversee the analysis of actuals vs forecast variances, capturing insight and learning
  • Provide expert service input into the CSG prioritisation process, providing challenge, and influencing the decision about the utilisation of resources
  • Ensure efficiency savings are identified and delivered
  • Support specific large complex programmes e.g. Universal Credit
  • Assuring compliance with latest accounting standards
  • Ensuring appropriate financial controls and governance arrangements are in place

Change Benefits

  • Working with the business to review change propositions, ensuring business cases for investment appraisal are robust and demonstrate good financial analysis prior to sign off and ensure these are embedded effectively during delivery

Specialist Knowledge and Experience

  • Significant experience of working in a senior financial management and leadership role in a large complex business
  • A successful track record of operating as part of a senior leadership team with the ability to operate strategically and see the bigger picture while maintaining the attention to detail required
  • Excellent Leadership and management of teams and able to model and promote a positive and engaged working culture building both individual and team capability and demonstrate value add
  • Proven experience of building effective and sustainable working relationships with a wide range of key stakeholders to deliver quality outcomes
  • Able to gain commitment, trust and support to delivery amongst colleagues and provide insight about both the business and customer demands
  • Able to be comfortable working with ambiguity and working at pace where deadlines can be short notice due to operational requirements
  • Proven experience of delivering value for money and demonstrating commercial acumen and awareness

Qualifications

A professional qualification in accountancy is required for the role. This includes CCAB, CIMA, or an equivalent financial qualification
