Job description
We are the Commercial Directorate, we are responsible for, or have influence over, all commercial arrangements relating to HMRC’s £1.5 billion yearly external spend!

We provide a comprehensive commercial service from sourcing every day commodities to complex procurements for innovative solutions to enable HMRC to deliver its business effectively.

We are currently going through a significant transformation including implementing a new operating model to deliver HMRC's future commercial requirements and support wider government commercial capability improvements. Building our capability and recruiting staff are at the heart of our transformation.

Responsibilities This is an exciting opportunity to join us in Commercial Directorate. We'll expect you to thrive on challenge, enjoy working across boundaries and capable of building strong effective relationships at all levels. We are looking for a resilient individual who is comfortable working at pace.

You will have to:

• Mobilise new contracts
• Deliver contract management strategies that fulfil business requirements and deliver value for money
• Lead responsibility for the management of specific strategic contracts
• Actively manage contracts ensuring performance standards are achieved and benefits realised. Lead or support in-life negotiations
• Assess the required nature of the relation with the supplier in line with organisational Strategic Supplier Relationship Management processes and strategy
• Lead or support contract assurance and undertake supply chain risk management
• Lead and motivate a team
• Support the implementation of opportunities and delivering value for money and continuous improvement initiatives and re-competition working with category teams as appropriate
• Exit and close down of contracts including commercial transition activities

Essential

• Strong digital skills across a wide range of platforms
• Good knowledge of commercial processes and the commercial arena
• Effective supplier relationship management as the role will necessitate organisational Strategic Supplier Relationship Management processes and strategy for Strategic suppliers.
• Good interpersonal and communication skills. Ability to build and maintain effective relationships with internal and external partners
• Confidence in professionally challenging internal and external partners
• Experience in performance management including incentivisation and managing change. Taking opportunities to deliver improvements
• Demonstrate effective delivery of risk management identifying benefits, opportunities and contingency/exit planning
• Experience in working at pace to deliver effective outcomes through problem solving activity. Ideally through managing complex contracts
• Qualified to MCIPS or equivalent professional experience (we are checking the CIPS level)

Desirable

• Experience of outsourced services contracts would be an advantage
• Experience of Exit and close down of contracts, including commercial transition activities
• Qualified and/or Membership of a relevant professional body in Property and FM (CIOB, RICS, IWFM)
Qualifications
Qualified to CIPS Level 4 or equivalent professional experience and be willing to work to that level.
