Job description
As the successful candidate you will need strong strategic operational management skills to maximise outcomes through the deployment and best use of available financially skilled resources with approx. 370 FTE based in 13 Regional Centre locations.

You will also be responsible for delivering the cross HMRC strategy for tackling risks from sectors supervised for Anti-Money Laundering within HMRC, across government and in partnership with the private sector. You will also be expected to engage with HM Treasury to identify opportunities to develop and take forward policy changes which affect supervised sectors and then deliver these through your management and oversight of the operational AMLS function c.300 FTE.

As the Senior Responsible Officer for Illicit Finance (including Trade Based Money Laundering, Professional Money Laundering, Money Service Businesses and Fiscal Cash) you will engage across HMRC, Whitehall and internationally to both set up and ensure priorities are met; you will need to be able to form strong relationships with partners and utilise international contacts to provide clear focus and delivery. You will have responsibility for a small strategy team c. 10 FTE to support you.

This role requires a dynamic and experienced operational leader adept at communicating and setting direction as well as influencing stakeholders outside of HMRC, often against challenging backdrops. You will be responsible for leading the cross-government engagement on economic crime, especially with the National Economic Crime Centre (NECC) and will have responsibility for seconded staff there c. 6 FTE.

Key Interactions:
• As part of the Fraud Investigation Service you will play an active role in representing the Directorates identify new ways of working through corporate leadership as well as influencing across other parts of HMRC.

Responsibilities Essential Criteria
• A successful track record in operating as part of a senior leadership team, with the ability to operate strategically and see the bigger picture whilst maintaining attention to detail.
• Significant experience at building and maintaining a network of key stakeholders to inform, support and deliver business needs, both internally and externally and internationally.
• A proven track record of successfully leading large geographically disparate teams within an operational command. In addition,
• Excellent leadership and influencing skills to engage confidently in a wide range of situations and develop senior stakeholder relationships both internally and externally.
• Experience of and being comfortable working in an arena of ambiguity, often at pace, when priorities and deadlines can change at short notice due to Ministerial or operational requirements
• Successful budget and workforce planning experience.
• An ability to prioritise inclusion and development of teams by setting out clearly and effectively the culture and expectations around how teams will work within the new command (e.g. expected workplace behaviours, accountabilities, cultural re-focus on quality delivery etc.) in line with HMRC’s values and commitments.
• Familiarity with economic crime and illicit finance or anti money laundering supervisory regulations.

Desirable
• A working knowledge of criminal justice and/or civil investigations and CPIA Disclosure.
• Experience of leading a specialist capability function i.e financial recovery / confiscation / regulatory or working within law enforcement would be highly desirable.
