Job Description:

FIS deploy the full range of powers and approaches to protect funding for UK public services, from surveillance and undercover operations to communications interception and cyber ops; investigating the most harmful tax cheats and ensuring nobody is beyond our reach. This plays an important part in building trust in the compliant majority and reinforces the Department`s fair and even-handed approach.

Within FIS a variety of threats are targeted, including complex offshore evasion, international smuggling of illicit excise goods, exports of controlled weapons and technology, labour market abuses, VAT and Self-Assessment repayment frauds and a host of other fraud attacks targeted at the tax system.

Key Priorities
• HMRC’s Fraud Investigation Service (FIS) plays a key role in managing and reducing the tax gap, meeting HMRC’s strategic objectives and supporting the aim of creating a healthy tax system.
• Within FIS this means investigating the most harmful tax frauds and criminals, ensuring none are beyond our reach.
• To do this we identify the most impactful interventions types from a full range of civil and criminal powers, adapt these to the specific threat faced and use a range of approaches to deploy resources and expertise to maximum effect. A key element of our strategy is tackling the enablers of criminality and using the Corporate Criminal Offence as a means of intervention.
• At the heart of this is collaborative working within HMRC and with other government departments. Stakeholder engagement with the private sector and through our international counterparts is also now playing an increasingly important role.
• As a key voice and influencer within the international arena on offshore evasion, we work closely with HM Treasury colleagues in policy partnership and updating Ministers on our approach to these high priority risks is a common occurrence.
Responsibilities • As the successful candidate you will responsible for maximising the impact of the departments operational response to the most serious and complex risks and will lead a command of approx 420 FTE.
• As leader, you will be accountable for understanding risk in the segment to enable prioritisation of the full range of civil and criminal interventions to disrupt and deter fraudulent activity in the Wealthy and Corporate segment.
• FIS delivery of key business targets relies on strong leadership and engagement across other parts of Customer Compliance Group including the Risk and Intelligence Service, Counter Avoidance and Large Business to ensure effective tasking to build a portfolio of cases which tackle the highest priority risks. This will often require you to lead a cross departmental approach to fraud investigations into the Wealthy and Corporate sectors in which collaborative working will be a key.
• You will be expected to leverage the wider impact of interventions by implementing effective media to communication strategies and evidencing the effectiveness of our activities.
• Our civil and criminal investigations must meet stringent casework standards where judicial scrutiny and external challenge are a part of the daily work. Therefore, part of your role will require attention to detail to understand and ensure that managers and team leaders work with the utmost professionalism and integrity, in compliance with all relevant legislation. You will also be responsible for driving up capability so your people have the technical expertise needed to tackle these complex cases.
• You will be expected to become a leading figure and expert in offshore tax evasion and understand the importance of working across international boundaries to ensure a joined up approach to this global threat and influence the operational response.

Key Interactions:
As part of the FIS you will play an active role in representing the Directorates identify new ways of working through corporate leadership as well as influencing across other parts of HMRC. Key interactions include:
• The Director and Senior Leadership Team of the FIS – to which you will become a key member.
• Customer Compliance Group Senior Leadership Team.
• External Stakeholders across government including the CPS of England and Wales and Prosecuting Authorities in Scotland & Northern Ireland
• International partners including the J5 – Joint Chiefs of Global Tax Enforcement.

Person Specification
In your application we will be assessing you against the following criteria;
• A successful track record in operating as part of a senior leadership team, with the ability to operate strategically to lead teams to deliver significant and tangible results.
• Substantial experience of working collaboratively with a range of key stakeholders including the private sector to inform, shape and deliver business needs, both internally, externally and internationally.
• A proven track record of successfully leading large geographically disparate teams within an operational command. In addition, experience of leading specialist tax capability and/or working within a law enforcement context would be highly desirable.
• Excellent leadership and influencing skills to engage confidently in a wide range of situations and develop senior stakeholder relationships both internally and externally.
• Experience of motivating and leading others to deliver at pace, being comfortable with digesting complex information and ensuring the highest standards and compliance with legislation. Particularly important as priorities and deadlines can change at short notice due to Ministerial or operational requirements.
• Successful budget and workforce planning experience
• An ability to prioritise inclusion and development of teams by setting out clearly and effectively the culture and expectations around how teams will work within the new command (e.g. expected workplace behaviours, accountabilities, cultural re-focus on quality delivery etc.) in line with HMRC’s values and commitments.
• Whilst not essential it would be desirable to have a working knowledge of criminal justice and/or civil investigations and CPIA Disclosure.
