Job Description:

HMRC is the UK’s tax, payments and customs authority, and we have a vital purpose: we collect the money that pays for the UK’s public services and help families and individuals with targeted financial support. Digital Support and Innovation (DSI) sits within HMRC’s wider Fraud Investigation Service (FIS) responsible for the department’s civil and criminal investigation work. FIS ensures that HMRC has an effective approach to taking on the most serious tax evasion and fraud. Working across Law Enforcement and government, DSI provides investigative tools and covert techniques to front-line investigations and works with key partners to develop and provide access to new technology and systems to enable investigators to respond to serious and complex tax evasion and crime.

The Cybercrime Team tackles the ever-changing cybercrime threats to our online services, crafting a fluid work environment where the working days are rarely the same. You'll be able to continually learn as the crime techniques evolve, be constantly challenged, and enjoy the thrill of the digital pursuit of sophisticated adversaries. We are looking for an experienced cybercrime analyst to join our investigation-focused team. You must possess real passion for the topic and drive, constantly looking for new methods to improve our visibility, awareness and capabilities. You will be involved in some of the most exciting problem sets within law enforcement. You'll need to be flexible, motivated and have a thirst for learning and understanding how and who is seeking to attack us. Cyber-criminals can be inventive and ingenious with technology, just as you will need to be innovative when using HMRC’s wide-ranging legal powers and investigative techniques in response. You'll be an enthusiastic learner to keep abreast of cyber security developments, tools and techniques, this includes tracking and understanding the evolution of criminal methods to improve detection and defences. The cybercrime team is currently passionate about detecting organised criminal activity targeting the Covid-19 schemes. You will be immediately supporting that mission, analysing web interaction data to identify unusual behaviours and linked activity

Key Responsibilities:

  • Working with teams across HMRC, wider government and law enforcement partners here and internationally on common threats and collaborative investigations
  • Technically analysing and investigating cybercrime against HMRC systems and services, your insight will craft the design our digital services at national scale. Reporting findings to a range of stakeholders with various levels of technical understanding, you will recommend mitigation and remediation as well as assisting with disruptive and criminal justice interventions
  • Drawing information from a range of sources and personal research to understand criminal attacks and testing investigative options to apprehend the perpetrators within a supportive, innovative team
  • Investigating and supervising HMRC systems including Splunk and other analytical tools to identify and report criminal attacks
  • Generating dashboards and improve your current skills to deliver and assist investigation teams
  • Providing training and mentoring to HMRC staff to develop a wider Cyber knowledge
  • Engaging with investigation teams and be part of a wider investigation delivery
  • Taking part of an ongoing upskilling professional development programme feeding into and being part of a wider UK Cyber community
  • Providing witness statements and attend court on your work

Skills & Qualifications:

  • Cyber Threat Analysis, including open source techniques in relation to cybercrime and attribution
  • Ability to carry out analysis and interpretation of a wide variety of complex forensic artefacts from a range of devices and enterprise applications, with a focus on malware and unauthorized access
  • Demonstrable experience using Windows, Linux and MacOS
  • Experience analysing large data sets
  • Ability to use basic scripting for data manipulation
  • Experience in authoring technical reports for different stakeholders with varying levels of technical knowledge
  • Sound technical understanding of digital communications technologies
  • Currently hold Security Check (SC) and be willing to apply for and achieve Developed Vetting (DV) security clearance, which is a condition of the role

Desirable:

  • Familiarity with relevant knowledge of the following: Commercial and open source digital forensic tools, Virtualization tools, Scripting and programming, e.g. Python, Malware analysis tools, Disassemblers & Debuggers, Memory forensics tools, Data visualization tools and Data analysis tools
  • Application and network penetration testing tools
  • Experience writing witness statements and communicating findings in court
  • Sound technical understanding of current cyber threats to financial institutions and UK businesses, from financial Trojans to web application attacks
  • Ability to acquire data from various devices and environments both in a live and lab setting to a forensic standard
  • Ability to apply insight from industry research to determine methods, tools and perpetrators of cyber-crimes against HMRC

Allowance:

This post attracts CIDAA Intermediate Allowance, which includes elements of flexibility and additional hours. Please note that eligibility for CIDAA is discretionary and not guaranteed. We may need to review such eligibility if business needs change or it you move to a different role in FIS or HMRC. CIDAA rates may also be affected if you are on, or take up, temporary promotion to a higher grade.
