As part of HMRC’s Corporate Services, Customer Strategy and Tax Design Services, we are accountable for the digital strategy and end-to-end IT services to enable the Customer Strategy and Tax Design Directorate, whose purpose is to create a brilliant revenue and customs system for the future, as well as delivering exceptional IT services to our corporate services across the department.

Our team is responsible for supporting the HMRC Indirect, Direct, Business Assets and International Tax Policy Teams and Operational Directorates to deliver its business through our SAP Enterprise Tax Manangement Platform. We are also responsible for exploiting SAP capability to support our Finance, HR and Procurement functions.

In brief, through the use of SAP we:

• Handle all the payments in and out of HMRC (£640BN+)
• Conduct millions of customer transactions and run HMRCs operating budget
• Support the end to end tax management process
• Support the implementation of Tax Policy
• Ensure the benefits of technological investments are maximised
• Provide banking services to over 750 public sector organisations
• Provided HR & Procurement services

We work closely with diverse customer teams throughout the entire lifecycle; from inception of new initiatives, leading on delivery of new services and systems, through to us owning and improving live services on their behalf.

The Role

As a Senior Business Analyst you will have a good understanding of strategic arenas and lead large and complex projects. You will also have functional and, or people management responsibilities helping mentor others to develop best practice, own stakeholder relationships and manage communities of practice activities (internally and across government).

Senior business analysts engage with SAP functional leads and leads across the business to help define the benefits, business outcomes and new capabilities required by the potential initiatives. They further define and detail scope and provide assistance with design and sequence of change.

The Ideal Candidate

You should have a systematic, analytical approach to problem solving. Have good interpersonal skills and be confident in dealing with clients/users. Be aware of the software engineering life-cycle for development and the concepts and practices required to implement effective information systems.

Adept at stakeholder management, focussed and with a passion for getting it right for our customers, you will be an accomplished senior business analyst who is able to consider and apply the right approach and techniques to ensure the delivered outcomes meet the business requirements.

Responsibilities • Defining the benefits, business outcomes and capability statements.
• Guiding and supervising business analysts undertaking work on initiatives and change proposals.
• Experience of facilitating workshops, capturing business technical and presenting operational requirements to groups and stakeholders.
• Make sure outcomes are aligned with service vision and business strategy by contributing to the link between current and future business models and delivering to the business architecture.
• Challenge constructively and act as a critical friend to achieve solutions that are fit for purpose.
• Developing an understanding of specific SAP functional domains and building knowledge of business operations, business processes and systems within a specific business function (Taxes /Finance/HR).
• Facilitate collaboration and lead effective communication with all stakeholders to support design, build and delivery to meet the user needs.
• Identifying potential business process changes that drive efficiency and benefit.

Essential Criteria:

• Considerable professional working business analysis experience.
• Experience in using a range of Business analysis tools and techniques to undertake the role.
• Demonstrable skills in process mapping, analysis and modelling, customer journey mapping, requirements engineering and acceptance criteria
• Experience of leading others, role modelling professional standards, providing support and encouragement to others.
• Resilience and business acumen to resolve issues and barriers to change.
• Excellent relationship management skills with experience of managing expectation and requirements of internal, external stakeholders and third party suppliers.
• The ability to take a conceptual business idea and via structured methodologies elicit requirements and functional specifications.

Desirable Criteria:

• Knowledge of SAP Finance, HR, Payroll and/or SAP Tax and Revenue Management, Public Sector Collections and Disbursements.
• Proven experience in the role of a Senior Business Analyst.
• Excellent communications, customer service and analytical skills.
