Job Description:

Full-time (37 hours per week) Lead Commissioner contract to start on 18-01-21 until 31-03-21 with a possible extension.

Job Responsibilities:

- To take overall responsibility of strategic commissioning for their tier of need across a portfolio of relevant services for Health, Education and Social Care, as well as working with other Lead Commissioners to co-ordinate seamless and effective pathways of support.

- To ensure a strategic and evidence-based approach to commissioning is developed and maintained, using data and insight to monitor outcomes and shape Health, Education and Social Care in Oxfordshire.

- To lead collaboration and co-production which drives a person-centred approach to commissioning, proactively seeking and using feedback and views from service users, families and communities.

- To use professional expertise and leadership to ensure compliance with all legislation, government guidance and regulations across the commissioning cycle, taking an appropriate approach to managing and mitigating risk.

- To lead strategic plans for commissioning, making best use of all resources to manage priorities and deliver the strategic objectives of the workplace and partners.

- To work with the corporate Hub to lead strategic relationships and activities for procurement and contract management, managing complex issues as required.

- To build and maintain effective relationships with key service providers and ensure commissioned services deliver quality and value in line with plans and intended outcomes.

Requirements:

- Experienced Childrens professional able to oversee all elements of Childrens social care and SEND placement commissioning cycle.

- Operational management experience of running placement teams.

- Sound knowledge of the supplier market, ifa, childrens homes, special school.

- Shrewd negotiator and able to secure competitive advantage for the local authority, whilst ensuring quality of placements.

- Knowledge of best practice, design and implementation of effective system and processes for the management of the placement function.
