Job Description -

In this exciting role, you'll be responsible for 3 Highways and Enforcement Supervisors. Assisting in the management of the Highway Network in accordance with relevant legislation, you'll be managing the coordination of the Street works throughout the borough liaising with Statutory Undertakers, agents Emergency Services, Utility Companies and contractors.

You'll be maintaining the public highway infrastructure in Southend and proactively addressing/resolving problems affecting the operation of the public highway. You'll be in charge of managing the enforcement team to address damage and illegal use of the highway as well as managing the highways inspectors who are responsible for reporting of highways and street works defects etc. Working with the management team you'll be helping to deploy resources and ensure that the borough benefits from improving standards.

What you need to succeed

To succeed in this position, you'll need strong leadership and clear communication skills, you'll need a relevant degree or professional qualification/experience in Traffic & Highways and environmental crime enforcement.

Ability to complete training and development to achieve CSAS accreditation or already accredited. Ideally you'll have undertaken or be working towards a relevant highways inspector competency training programme and have National Street Works Qualification Register Experience.

You should also have experience of working within a highways maintenance environment or similar, with significant experience of streetworks or public highway inspections. It's important that you are up to date with relevant legislation and policy frameworks that apply to the service. (New Roads ad Streetworks Act, Traffic Management Act, Safety at Street works and road works, Highways Act).
