Data Platform Services (DPS) within the Chief Digital and Information Officer group (CDIO) function designs, builds and operates the data foundations for all of HMRC’s services at a size and scale larger than most other organisations.

DPS is leading a major transformation programme encompassing technology, capabilities and data services whilst continuing to deliver high quality and robust services to our internal and external customers.

As Head of Data Intelligence Products, you will play a key leadership role in this transformation journey. You will own the design, delivery and running of all search, reporting, cognitive and risking data products managing a talented team of HMRC employees, contractors and third party suppliers.

Accountable for the Data Platform Services across the entire HMRC IT estate, the DPS Delivery Group is at the heart of HMRC’s ambitious digital transformation and cutting-edge innovation. DPS was set up just over 3 years ago in response to HMRC's desire to take control of building and running its critical data capabilities in complex and multi-sourced environments. The Data Platform Services Delivery Group provides cradle to grave services supporting agile project delivery and provides live service support to all analytical services, including HMRC’s next generation data analytics platform. The Delivery Group has grown significantly over the last 24 months from little over a dozen people to nearly 200 people, but the Delivery Group is yet to see its biggest growth in 21/22, driven by a maturing operating model, increased demands for services, and a focus on building internal capability.

The G6 Head of Data Intelligence Product Engineering sits within Data Platform Services (DPS) team as part of the Chief Digital and Information Officer group (CDIO) function. DPS builds and operates all of HMRC’s data platforms and a wide range of advanced data products.

DPS is moving all data into a hybrid cloud environment, building and migrating to a range of data lakes and data warehouses. But it’s not just about the technology; we need the best people to lead this transformation, working in agile ways, continuously delivering value for our internal and external customers.
As Head of Data Intelligence Products, you’ll be leading the team designing, building and running search, reporting, risking and advanced analytics/cognitive data services. The goal being a catalogue of re-usable data products for DPS customers to consume.
You’ll also be part of the DPS leadership team, working together to co-ordinate operations and delivery to the new functional design model.

The Team:
DPS’ operating model is based on organising around a number of data capabilities such as data acquisition, searching, reporting and risking. Each delivered and run by a dedicated product oriented delivery (POD) team.

As Head of Data Intelligence Product Engineering, you’ll be leading the search, reporting, risking and advanced analytics PODs consisting of HMRC employees, contractors and third party suppliers designing, building and running industry leading data services.

This model allows POD team members to develop data products tailored to a capability type and service whilst growing knowledge. It brings together a teams that can collaborate and share professional and technical skills within a specific data identity.

Essential Criteria:
• An experienced technology leader and manager, with the ability to lead highly skilled teams, with a successful track record in driving innovation and results
• A strong record of Design and Architecture experience in the Data and Analytics domain
• Have extensive understanding of how data, analytics and cognitive technologies can be demonstrated to derive significant business insight and value in order to improve operations, customer experience and compliance
• Strong track record in building and developing teams - this will include initiating and delivering change, ensuring respect, developing leadership and management capability to deliver sustainable performance and long term improvements
• Experience in the management of complex and varied technology landscapes with both legacy and cutting edge solutions, particularly in the area of gaining intelligence and insight from data

Desirable Criteria:
• Credible with both technical teams and business leaders, able to communicate appropriately
• Experience of people management across large, complex teams distributed geographically and delivering using agile techniques
• Supplier management experience including both delivery and operations. Influencing commercial partners in a multi-supplier / vendor environment to ensure services are delivered, whilst achieving value for money
• Ability to work under pressure and to respond quickly to changing circumstances and tight timetables as priorities evolve
