Job Description:

Reporting to the Director ISBC, this is an Operational Delivery or Tax Professional role with responsibility for overall ISBC Complex and Agent compliance.

Individuals and Small Business Compliance (ISBC) will deliver a national response to compliance risk – covering the tax, duties and regulatory functions in these customer sectors. We will align our approach to the Strategic Picture of Risk for our customer segments and deliver this through HMRC’s Regional Centres, conducting our interventions in line with HMRC’s Compliance Strategies.

ISBC’s senior leadership team structure is designed to use customer insight and understanding to improve outcomes for ISBC customers and HMRC – informing risk identification and work priorities, influencing policy and digital developments and helping to diagnose an effective balance of promote, prevent and respond strategies for tackling risk in the individuals and small business population of 45m individual taxpayers and 5.7m small business.
 
About the Role
To lead the operational delivery of around 2,750 colleagues, with c10 direct reports, undertaking complex compliance casework, systems and data analysis working across the range of taxes and duties administered by HMRC.

Responsibilities The jobholder will be responsible for managing the following, across all taxes and duties administered by HMRC:

• Complex compliance cases
• Attacks against HMRC systems
• Agent and Intermediaries work

The jobholder will be accountable for:

• All aspects of complex compliance work in relation to Individuals and Small Businesses, including Customs & International Trade, VAT, Income Tax, Corporation Tax, Excise and Environmental Taxes work;
• Delivering a robust response to Attacks against HMRC Systems, working in conjunction with our Risk & Intelligence Service (RIS);
• Working with and through Agents and their Professional Regulatory Bodies to deliver improved compliance;
• Development of HMRC culture, encouraging and facilitating high levels of employee engagement;
• Embedding and maintaining high levels of professional standards in all work areas;
• Delivery of continuous improvement in operational outturns through effective management, coaching and development;
• Appropriate, effective and efficient use of team resources; 
• Embedding and maintaining high levels of professional standards in all work areas;
• Effective risk management and corporate governance of the team.
• The jobholder is also a member of the ISBC senior leadership team with collective accountability for the overall performance of ISBC.


Person Specification

Significant previous knowledge/expertise and practical experience in:
• Operational leadership of large teams.
• Tax regimes; knowledge and awareness of operational tax work and related tax compliance activities.
• Risk identification and interventions.
• Leading and implementing change.
