Working full time hours on a temporary basis

This position will initially, in line with current government guidance be based from home, with an expectation of being home based for the foreseeable future. However, if / when government guidelines change the role may then revert to being office based, whilst retaining some flexible working options.

The pay rate for this position is £200 - £250 per day depending on experience.

 

Job Purpose We need our future employment practice to drive our performance standards, reflect the changing landscape of employment law, and empower or managers to easily understand and apply those standards in new formats that are accessible to everyone. This role will lead on delivering innovative employment standards and practice as a subject matter expert to enable leaders and their teams to perform to the best of their ability, and able to adapt to change. As such, this role operates as an agent for change by challenging current strategy and influencing the organisation in offering alternative solutions. This role needs a balance of pragmatism with an understanding of leading-edge (digital) people management policy approaches and deep professional insight. The role will need to think radically about the expectation standards of behaviours as a condition of employment of ECC as an employer and those of our employees, supporting our diversity and inclusion agenda and aligned to delivery of our Workforce Strategy. It will involve working collaboratively with ODP colleagues, supporting the delivery of projects across the People function and can range from the development of policy in response to a legal or business change to leading a specific review or creation of a major process and implementation of a changed process. Organisation Accountabilities Service managers will be focused on delivering results in a specific functional area. They will hold expertise on the application of policy and improvement of service delivery. These roles have clear team budgets and targets set within the overall service requirements. Operational planning and performance review to maintain exceptional service delivery and ensures the political objectives and priorities of the council are met. Maintain and nurture collaborative relationships with other teams in the function and external organisations that support the delivery of annual plans. Implementing changes to improve the area of work, while maintaining the highest possible levels of service quality are continually delivered. Managing complex issues that meet the needs of customers and delivery the best possible outcomes. Effective utilisation of digital technologies and innovation across the function. Using professional expertise to translate goals and plans into ways of working that comply with relevant legislation and statutory requirements and manages a level of appropriate risk. Deliver exemplar customer interactions to individuals and communities which support strong relationships and a reputation for achieving outcomes and resolving issues. Service/Functional Accountabilities Contribute to high level research and analysis, to ensure that our employment standards are continuously improved to support ECC in achieving its objectives. Act as the subject matter expert in reviewing the development of employment policy and practice ensuring these translate into coherent and accessible HR and OD standards for the business. Provide timely and pro-active responses to changes in legislation and business need across ECC. Work collaboratively with other specialists to develop a broad expertise and professional networks. Actively take the lead in the sharing and building of knowledge across the HR community in including the provision of workshops and training for relevant HR employees and the development of tools for further support and guidance. Work collaboratively with People BP’S and People Consultants to ensure that our Employment Practice is appropriate for our current and future business context and desired culture. Support the Employment Standards and Equalities Lead with any Industrial relations and other People Relations matters as necessary. Communicate at a high level across the whole of ECC, managing stakeholders effectively to implement change. Build strong relationships with key customers, seeking formal and informal feedback on solutions delivered. Maintain a good level of business knowledge, and knowledge of wider HR strategies, policies and procedures outside People relations and Reward. Specific individual and shared targets and objectives are defined annually within the performance management framework. Skills, Knowledge and Experience - Educated to degree level or equivalent by experience. - Evidence of continuing professional development and expert knowledge in relevant professional area, such as CIPD qualified of other post graduate qualification in human resources. - Deep understanding of HR functions, practice and procedure in a modern HR environment together with experience in a complex, unionised environments. - Sound knowledge of employment law and evidence of being able to develop and interpret Employment Policy and Practice. - Ability to gather, analyse and present on ER-related communications and feedback. - Record of achievement as an HR practitioner in a large organisation delivering subject matter expertise, policy and procedure aligned to corporate goals. - Evidence of expertise in creating appropriate standards for the business understanding and introducing innovative digital solutions. - Relationship management, with proven ability to develop strong, mutually beneficial relations with external and internal networks and stakeholders. - Proven practical experience and working knowledge of project management principles within an HR context.
