Job Description:
Full-time (37 hours per week) Senior Transport Planner contract to start on 01-03-21 until 01-09-21 with a possible extension.
Main Duties:
- To provide input into the preparation of strategic plans and local development frameworks and assessment of strategic development sites.
- To advise on the strategy and infrastructure implications of Transport Assessments presented in support of development proposals and in particular any strategic transport modelling.
- To prepare business cases and secure funding for infrastructure.
- To negotiate appropriate financial contributions towards transport services and infrastructure required arising from planning applications in relation to strategic contributions.
- To prepare evidence to Public Inquiries, Local Plan Hearings and planning appeals as required.
- To represent the Growth & Place service at meetings, public exhibitions and other events and provide support where appropriate to senior officers.
- To prepare high quality briefing notes, reports and presentations of written and graphical information.
- To lead and oversee the work of staff, providing support through 1 to 1 meetings, and consultants as required.
- To liaise with delivery teams on the feasibility, detailed design and implementation of agreed small and strategic schemes to ensure they remain in line with agreed objectives.
- To project manage schemes and budgets where necessary.
- To work closely with Members, stakeholders and other organisations and develop effective working relationships.
- To produce public information and promotional material to publicise the work the transport service oversee.
- To deliver excellent customer service.
Requirements:
- Degree or equivalent qualification in relevant subject area, such as planning, geography or other transport related subjects.
- Significant experience working within a highway / transport field on transport planning matters.
- Proactive and partnership approach to meeting customer requirements, seeking opportunities to improve the customer experience/overall service performance and reduce duplication.
- Excellent oral, written and presentation communication skills through sharing relevant information clearly, honestly, accurately and openly. Actively listens, queries and checks information to ensure clarity and maintains appropriate confidentiality.
- High level of numeracy, literacy and analytical skills.
- Ability to plan ahead, identifying options and priorities, considering risks and monitoring ongoing progress, with the ability to work under pressure and to tight deadlines.
- Strong interpersonal and negotiating skills.
- Ability to work on own initiative and prioritise workload.
- Understanding of current transport issues.
- Good understanding of the development planning process/ transport planning process webtag.
- Previous experience of working at a similar level in Local Government.
