HMRC is building a modern, digital tax administration and runs the biggest digital operation in Government, providing digital services for 45 million individuals and 4.9 million business customers. Our digital programme is multi-award winning and the envy of other government organisations.

Our role sits within HMRC’s Chief Digital & Information Group (CDIO) we’re increasingly delivering in-house through our growing network of digital delivery centres – hi-tech, state-of-the-art facilities across the UK.

This Project Management role is working for CDIO Strategy, Design, Architecture and Innovation. Our team is responsible for:

Ensuring the Departments IT Strategy is delivered.

Early lifecycle IT impacting of major HMRC programmes to deliver business and IT change.

The overall IT Strategy Plan and ensuring that the major HMRC IT platforms which support it have robust Roadmaps, and that funding/delivery vehicles are clearly defined and on course to deliver.

Assurance of IT delivery to meet the defined IT Strategy and key IT roadmap milestones.
Job description
The Project Manager will work with the Programme Manager to ensure that the IT Strategy Plan is managed as a rolling programme consisting of a fluid set of interdependent projects.

The successful candidate will be working in a highly collaborative environment with experienced IT professionals. It is important to have proven senior stakeholder management skills, a natural aptitude to think on your feet and have a high degree of resilience in addition to being able to demonstrate structured planning and Project Management skills.

As it is a new function there will be the opportunity to help develop the operational processes and organisation structure, and team ways of working.

The team faces off to senior leaders in HMRC’s IT function and strategic planning functions and often of called upon to produce timely, quick turnaround reports and points of views to meet senior decision-making discussions.

The key responsibilities will be to closely collaborate with key roles across the organisation to:

Develop and track embryonic IT Strategy delivery plans to support early life cycle impacting and the transition from pre-discovery activities into full discovery / delivery for major departmental fiscal events such as Comprehensive Spending Reviews and annual Budget investment announcements.

Actively manage all programme dependencies where they are a significant building block towards the HMRC IT Strategy.

Manage the IT Strategy Plan on a day-to-day basis to ensure it remains current and that each risk and assumption has a resolution path, which is tracked to completion.

Provide viewpoints and information to senior stakeholders through the provision of plans, MI and other material to enable executive level decision making related to the scope, ambition and direction of the IT Strategy.

Responsibilities Essential Experience

Evidence of project planning of medium - large projects and be proficient in the use of formal scheduling tools such as MS Project, Open Workbench etc.;

IT Delivery experience e.g. to have ideally come up through business analysis or software engineering route disciplines;

A passion for continuous improvement for yourself, your team and its processes;

Identify key facts to enable informed decisions to be made, often in a time pressured environment;

Ability to work collaboratively across organisational boundaries to identify, clarify and resolve problems;

A capability to contribute to or produce compelling presentation material at pace, adjusting communication styles to suit different audiences;

Establish and develop productive strategic relationships;

Adjust approaches to meet very ambitious timescales or adverse situations whilst remaining calm, reassuring others and maintaining performance.

Desirable Experience

Experience of working within a large and complex IT Estate

Experience of working with high levels of uncertainty and ambiguity

Experience of effectively managing teams in a fast-moving environment

An understanding of how effective management of an IT Strategy should drive investment and planning decisions.
