This a key senior leadership role in HMRC, with specific responsibility for leading on Strategic Alignment, Stakeholder Engagement and Communications and Estate and People Planning. You will be a member of the Estates Executive Board and, in conjunction with fellow Deputy Directors, lead the day to day delivery of the HMRC Locations Programme.
 
Job description
It is a cross cutting strategic role that is focussed on the successful transition from our legacy estate to our new regional centres, and the vital role that they play in underpinning our wider departmental transformation. But it goes further, as government hubs, the regional centre will be home to an increasing number of other Government Departments and play a pivotal role in the Government’s Places for Growth programme. You will make this happen and provide leadership and direction to three teams: Strategy and Business Partnering; Estates and People Planning; and Stakeholder and Communications.

This role is a highly visible and fully engaged with stakeholders at all levels. As well as working across Government, you will work in collaborative partnership with colleagues in Estates, HR (Operations and Policy), Strategic Finance and HMRC Customer Groups to ensure our future estate meets departmental needs in the most efficient and cost-effective way possible. This will involve strategic estate capacity planning, including links into the Spending Review and being responsive to the evolving needs of the UK outside of the European Union and a post-COVID world.

We are looking for a proven leader with strategic vision, political nous and the combined planning, design and delivery experience to identify need, map dependencies, expose risks and inform priorities.

Responsibilities Person Specification:

The post holder will be responsible for all elements of stakeholder engagement and communication for the Locations Programme including internal (working in partnership with Corporate Communications and wider Estates colleagues) and external communications, leading for the Programme on engagement with departmental trade unions and Parliamentary engagement.

Essential Criteria

The successful applicant will need to demonstrate relevant experience and effective delivery of the following:

• Excellent planning and strategic skills and the capability to sequence and synthesise lower level data into a strategic plan, to develop and assess options, to make recommendations, and to own and implement that plan

• Strong leadership skills, with experience of managing diverse teams and an ability to motivate, inspire and guide others, including senior colleagues, to deliver in an uncertain and fast-paced environment

• Evidence of highly developed interpersonal and influencing skills with a demonstrable ability to develop and maintain effective relationships with a wide range of internal and external stakeholders up to the most senior levels

• Experience of delivering effective communication and engagement techniques in a complex programme and political environment

Desirable Criteria

• A good understanding of wider Government Property Strategy, including Places for Growth, Government Hubs Programme, Smarter Working and a knowledge of operational change and HMRC’s business overall
