The jobholder will support the new DG for Transformation plan and will be responsible for ensuring delivery. This will include:

For HMRC: 

• Play a full part as a member of the Transformation Senior Leadership Team, contributing with influence and impact to leadership discussions and decision-making beyond communications.

• Provide strategic advice and counsel to senior leadership team and Director General.

• Responsible for horizon scanning, trouble-shooting and risk management of high-profile and high-impact issues, working closely with senior policy colleagues and Directors, Communications colleagues, stakeholders and HMT to manage and mitigate them.

• Lead a high-performing team of up to 20 professionals.

• Oversee all COVID 19 schemes, including direct communications to millions of customers.

• Oversee cross-HMRC crisis communications as and when situations arise, forming scrum teams and arranging out of hours cover as needed.

• Highlight, and advise on mitigation of, risk and reputational impact.

• Influence, negotiate and collaborate with stakeholders both internally and externally.

• Work closely with other Government departments to ensure joined-up communications for customers.

• Play an active part in wider HMRC leadership community.
 
For HMRC Communications:

• Provide strategic communications leadership, support and advice to, and on behalf of, the Director of Communications and Senior Leadership Team.

• Deputise for Director of Communications.

• Be an active, empowering and visible communications leader in HMRC, and externally, who provides strong leadership, values and culture change in building and leading virtual multi-disciplinary teams to deliver impactful communications.

• Managing budgets (in conjunction with marketing colleagues) to ensure value for money, financial propriety and extensive evaluation.

• Ensure that internal and external communications are based on behavioural insight

Responsibilities Person Specification

As a senior leader in HMRC, you will play a key role in leadership, facilitating change and enhancing insight to improve decision making. You should be comfortable working at pace in a complex, fast-moving, multi-stakeholder environment with high levels of senior visibility. You will need to work collaboratively and be prepared to confidently work with ambiguity. You must be able to range between low level data and strategic considerations and be a good communicator with strong interpersonal skills.

Essential Criteria:

• Evidence of working at pace and scale, and through uncertainty, in leading and delivering major customer-facing campaigns at scale with excellent impact and outcomes

• Broad experience across most, if not all, comms disciplines; specifically in media, marketing, stakeholder relations and internal communications

• Excellent presentational skills, representing HMRC and directors at high-level boards, and experience of presenting sessions to large and diverse audiences.

• Ability to manage conflicting demands and priorities and liaise with senior stakeholders through uncertainty.

• Proven leadership experience, including resolving team management and HR issues.

• Demonstrative evidence of developing and leading high-performing communications teams.

• Strong evidence of innovation and collaboration skills, able to work and deliver at pace in rapidly changing environments and cultures.

Desirable:
 
• Experience of agile working

• Operational communications experience

Qualifications:
 
• Willing to undertake communications professional body membership and qualification once in post (if not already held).

• Membership of the Government Communications Service (GCS) is expected on appointment.
