The scale and complexity of the Programme is huge, covering Customs, VAT, Excise, Direct tax and security of the border as well as a complex and varied set of external stakeholders. This means that the Programme delivery model and the level of information to handle is highly complex.
  Job description
As the Deputy Director for High Level Discovery you will be responsible for two streams of work:

The Business Discovery workstream is accountable to the Borders & Trade Programme for impacting new proposed scope elements and changes. It is an important and integral part of the Groups change control, programme governance and change life cycle management.

The Data Project is responsible for delivering new data connections from HMRC Border processes to Border and Protocol Delivery Group, supporting them to deliver a high-profile Border Impact Centre.

The Deputy Director High Level Discovery role is wide in scope and reporting to the Programme Director you will be responsible for leading all business discovery activity across Borders and Trade for c.50 projects.

You will also be responsible for delivery of the Data Project which will deliver new data connections from HMRC Border processes.

In particular, you will be responsible for working collaboratively with:

Policy/HMT colleagues (and OGDs) to influence how their objectives can be met most effectively and designed with customer experience at the heart to ensure the best outcome for all.

HMRC colleagues in Commercial Directorate and Solicitors Office, Cabinet Office and a 3rd party supplier to draft and seek agreement to a series of complex and bespoke documentation to cover the commercial gaps in the complex Project Delivery. Additionally, seeking advice on HMRC’s Information Powers (its legal gateways) to influence solution design, Cabinet Office & Ministers expectations on the art of the possible within those limitations.

Within the Programme you will be accountable for:

Ensuring the development of all required documentation within Borders and Trade governance; translating Policy objectives into defined business requirements that can be translated into service designs for delivery across the delivery projects.

Drafting & signing off complex commercial contracts between HMRC, OGDs and Commercial partners.

Provision of advice to Exit Operations (XO) committee, FST and Director Generals.

Budget management for the delivery of a range of complex data feeds to Cabinet Office across a range of Border Processes (over multiple releases).

Briefings across all workstreams into B&T leadership chaired at Director and Director General level with additional briefings to the HMRC Executive Committee, XO and the Chief Executive Office.

You will lead a team of c.35 people (a mix of Civil Servants and consultants) who are based in various locations across the UK.

The team leads are responsible for delivering the objectives of their workstream as agreed with you in your role of Deputy Director.
 

Responsibilities Person Specification: 

The successful candidate will be a project delivery professional who is highly skilled in leading discovery activity in large and complex programmes as well as displaying influential leadership and strong stakeholder engagement skills.

In addition, you must be able to demonstrate the following (this is not a definitive list);

Proven ability to influence and negotiate at a senior level.

Proven experience to work strategically across a wide range of internal and external stakeholders to align work and drive change in a complex portfolio/programme context.

The ability to make decisions on feasible outcomes based on limited information and of developing strategies to ensure delivery of those outcomes whilst identifying and mitigating risks.

An understanding of border related processes and operations either from an industry or government perspective.

Proven experience of managing resource and delegated budget allocations and supporting prioritisation decisions to optimize delivery of agreed outcomes.

That you are comfortable and can be flexible in working with a significant level of ambiguity, that you are resilient under pressure and can work effectively in a complex and high-pressure change environment.

Demonstrable experience in leading discovery activity in large and complex programmes is essential.

Qualifications: 
A recognised Professional PD, PPM or Change Management qualification or equivalent is desirable but not essential.
