Job Description:

We are currently recruiting for a Strategic Planning Manager (Grants Review) to join a local authority based in Oxfordshire on a temporary basis. 22hrs, 3 days a week.

 

Role Purpose

To undertake a strategic review of the authorities grant programme including:

a) The commissioned services;
b) The non-commissioned grants of significant value;
c) Micro and project grants

In order to ensure that:


• the grants programme is accessible and reflective of the diversity and needs of the community;
• there is equity in the process to access grant funding underpinned by a thorough Equalities Impact Assessment;
• the grants programme stimulates the strength of the wider sector, and community groups and encourages joined-up working and collaboration;
• the grants process is efficient and effective, maximises the digital space and streamlines administrative processes;
• £200k worth of savings is made without adversely impacting communities or delivery;
• the grants programme is positioned within the wider funding landscape in order to maximise opportunities to lever in additional external funding;

Main Duties:

The Strategic Planning Manager will work with the Project Board to undertake the following:

  • Map and collate information on third sector organisations, community groups, contact points, and where they operate by geography etc. – including the services they provide and to whom.
  • Interviews with all organisations currently funded – to understand the impact of Covid, Brexit and the increase in digital technologies on their community engagement, fundraising, business and delivery plans and check what the authorities funding is being used for, what other funding it levers, how they find out about funding opportunities etc. 
  • Obtain and consider feedback about provision from service-users/customers/public and consider the quality of delivery and whether any improvements could be made by offering the service in another way e.g. in-house provision, digitally etc.
  • Cross-sector focus groups with delivery organisations, businesses and strategic leads to – identify challenges and opportunities.
  • Meetings with key funders to understand how any changes in their priorities and the funding landscape is likely to impact the city and identify challenges and opportunities - undertake risk analysis and really understand wider context of grants in the sector including any opportunities/options to do things differently/more collaboratively.
  • Focus groups with organisations supporting those with protected characteristics and access needs including people with disabilities, young people, older people, asylum seekers, faith groups, LGBTQIA+ communities to discuss challenges and opportunities including ideas about how to better promote the authorities grant opportunities and how to make the grant processes more accessible - review support requirements for applicants to apply for funding, and how this is best delivered and by whom.
  • Consider options to provide strategic support to facilitate cross-sector bids for larger pots of external funding and define the benefits for taking this approach.
  • Explore alternative funding options including membership schemes/ subscriptions/social impact bonds/crowd funding.
  • Undertake Equalities impact assessment.
  • Draft strategic review reports with recommendations.
  • Create infographics and other supporting material in order to communicate key findings with a range of audiences.

 

Essential Criteria:

  • Demonstrable knowledge of and commitment to equality, diversity and inclusion
  • Strong project management skills
  • Excellent communication skills including: active listening, the ability to communicate effectively and a strong track record of creating positive working relationships with people from diverse cultural and social backgrounds
  • Excellent time management and time keeping skills
  • Strong diplomacy skills with proven experience of working with internal/external stakeholders of different levels of seniority
  • Excellent independent analytical and research skills with the ability to synthesise information to report to different audiences
  • Excellent verbal, written and numerical ability with high levels of accuracy and attention to detail
  • Knowledge and understanding of fundraising, national and local funders and the changing funding landscape
