The Economic Crime Plan sets an ambitious agenda to strengthen the whole-system response to economic crime, including specific actions for HMRC. The Economic Crime Supervision team (ECS) is growing to meet that challenge, and, as part of our implementation of a new operating model, we are seeking leaders to help build capability and deliver an even more effective supervisory approach.

 

Job description:

 

This is a key role on the ECS Senior Management Team. The role will involve leading the Governance Team, which is mainly based in London, through its continued evolution to deliver excellent essential corporate functions that are the backbone of our supervisory approach.

 

You will lead, develop and support team members, through three Senior Officers, driving continuous improvements to ensure governance and change processes are as efficient and effective as possible as ECS continues to evolve.

 

The role carries a large degree of responsibility and accountability for delivery of business results across the range of ECS activities.

Key Responsibilities:

 

  • Ensuring effective governance of ECS to support the delivery of strategic objectives, facilitate operational delivery and manage corporate requirements
  • Ensuring ECS has credible and timely management and financial information and data to enable robust performance management and decision making, including effective forecasting and management of £20m annual budget
  • Implementation and management of a change control process that ensures ECS policies, external communications and processes meet necessary statutory, policy and operational requirements and are as efficient and effective as possible
  • Leading on risk management for ECS, including through maintenance of effective processes and stakeholder engagement
  • Facilitating continuous improvement across ECS, tracking progress of and embedding the outstanding actions of the Change Programme and Supervisory Self-Assessment into business as usual
  • Developing and driving an internal communications strategy that increases staff engagement
  • Overseeing effective corporate knowledge and information management
  • Oversight of recruitment coordination and supervising implementation of the ECS locations strategy
  • Chairing the ECS Governance Panel as appropriate to ensure that supervisory sanctions are applied in a fair and robust manner across operational cases
  • Working collaboratively with other SMT members and FIS colleagues to shape the current work and future direction of ECS

 

Essential Criteria:

 

  • Proven Leadership experience
  • Qualifications in finance or statistics
  • Experience driving continuous improvement or development of performance information & data
