Job Description:
Main Duties include but not limited to;
- The corporate lead for advising on relevant technical and specialist health and safety matters (which includes workplace health and safety risks)
- Promotion of safe working practices and personal responsibilities for all employees
- Promotion and awareness of mental health and wellbeing for all employees
- Working at all levels to improve, promote and ensure compliance in Health and Safety and ensure that the approach contributes towards delivering excellent customer service, increased efficiency and productivity.
- To maintain and build supportive relationships with other Health and Safety professionals
- To further embed a health and safety culture so that it becomes part of the ‘way we do things’.
- To manage and develop the Health and Safety data systems
- To undertake audits and inspections of premises / activities to ensure compliance with health and safety standards.
- Setting and monitoring KPI’s, investigating and escalating poor Health and Safety performance and to recognise good practice
- To investigate and report on incidents and accidents which involve employees, members of the public and contractors, providing relevant advice to managers on actions to be taken.
- To include liaison with the Risk and Insurance Officer, Legal department, Human Resources, Housing Services etc. as necessary
- Liaise with the HSE and other enforcing authorities on any regulatory interventions or investigations as directed.
- To facilitate and advise on the risk assessment process, including assessments required under other legislation such as COSHH and manual handling.
- To identify corporate health and safety training needs and to assist managers in the identification of service specific training needs; thereby developing, organising and undertaking a comprehensive training programme to all staff, including induction.
- Provide updates on relevant changes to health and safety legislation, guidance and alerts.
- Use executive powers (on behalf of the Chief Executive, elected members and Service Heads / Directors, to stop any work activities where there is a serious and imminent risk of injury to make sure -within the law.
- Advise Corporate Board / Senior Management on health and safety matters;
- To be a recognised point of contact for health and safety acting on behalf of the council for external events
- Maintain a level of CPD, to provide sufficient knowledge to enable the role to be carried out effectively
- Benchmark and undertake research into data, policies and best practice to develop and continuously improve
- To provide leadership / coaching / mentorship and clear direction to engage all staff on matters pertaining to health and safety.
- Lead and manage colleagues who assist with additional health and safety duties e.g. DSE Assessors / Health and Safety Reps / Champions etc.
- Produce and interpret Health and Safety data / metrics for review by committees, advising on trends and providing solutions through a risk based approach and considering financial and resource implications
- Monitor and report on Health and Safety budget, ensuring value for recommendations are sourced
Essential skills & experience
- NEBOSH qualified (minimum) and hold Technician or Graduate membership of IOSH (desirable - working towards Chartered status) or equivalent
- A range of recent and relevant experience as a “Safety Advisor”
- Demonstrable experience of the carrying out detailed and thorough inspections of premises and procedures.
- Demonstrable experience of the identification of health and safety training needs and the designing and delivering of suitable health and safety training programmes and sessions.
- Demonstrable experience of setting up and/or maintaining accurate and accessible record systems and libraries.
- An awareness and understanding of the roles and functions of Local Government and the services provided.
