Job Description:

Our client is looking for an experienced Mechanical & Electrical Clerk of Works to work on a 19-11-17 until the 22-02-18 with a likely extension.


Hours: 8:00 am to 5:00 pm, Monday to Friday


Property and Housing Service (PHS) is responsible for the management of the Clients’ portfolio of 800 operational properties, consisting of schools, libraries, museums, offices, leisure facilities and office buildings.


The Mechanical and Electrical (M&E) Projects Team within PHS is responsible for the design of building engineering services for planned maintenance, refurbishment and new build projects.


The Energy Services Team manages design and build contracts for the installation of photovoltaic panels, inverters and electrical generation.


The Role


Working as part of the M&E Projects Team, you will be responsible for the site quality control of mechanical and electrical installations associated with projects delivered by the M&E Projects Team or Energy Services Team.


Your role will be to visit sites to undertake quality assessments of mechanical and electrical installations to ensure compliance with the project design drawings and specification, installation workmanship clauses and industry installation standards. You will identify non-compliant work, and instruct contractors on the necessary remedial action to bring the installation up to the required standard.


You will keep accurate records and photos of M&E installations, site progress, design variations and site instructions, along with details of non-compliant plant, equipment and installation standards.


You will work with the Design Engineers to develop standard M&E specifications to ensure a consistency of approach in the selection of components and detailing of installation standards.


Your work will be approximately 70% out on site and 30% office based.


You will commission investigations and undertake engineering surveys as necessary.


You will monitor the installing contractor's project risk assessments and method statements (RAMS) to ensure that works are carried out in a safe manner and in accordance with the RAMS. You will record all incidents on non-safe working practices.



You will be working on installation projects in Portsmouth, the wider Hampshire areas, and West Sussex.


The Person


  • You will be a mechanical or electrical building services professional, with a minimum of a City and Guilds qualification and 5 years' experience in either a design, contract management or installation


  • You will have knowledge of the operation, installation standards and applicable guidance and standards of following types of mechanical system installations:
    • Low pressure hot water heating
    • Domestic hot and cold water services
    • Ventilation
    • Air conditioning and comfort cooling
    • Above ground drainage
    • Automatic controls and BMS


  • You will have knowledge of the operation, installation standards and applicable guidance and standards of following types of electrical system installations:
    • General and emergency lighting
    • Small power
    • Electrical distribution
    • Fire and security alarm systems
    • Photovoltaic panel arrays, inverters, DC and AC cabling
    • Data and communications
    • Lightning protection


  • You will have good interpersonal and communication skills, as you will have day-to-day contact with PHS professionals, clients, tenants, and school staff and premises


  • You will be able to use IT systems for reporting and project/ programme management.


  • You will be experienced with project budget management and payment systems.


  • You will be experienced in monitoring management and supervision of contractors.


  • You will be experienced in monitoring the quality standards of M&E installations.


  • You will be experienced in the safe working practices for M&E installation and monitoring



  • You will be experienced in creating and managing M&E installation programmes.


  • You will be able to work well with colleagues and other team


  • You will be able to manage your workload and prioritise and address the most urgent issues, ensuring delivery of work commitments at keys times of the year.


  • You will have the flexibility to adapt and response to changing


  • You will have a full UK driving licence and a vehicle available for use for travelling to and from sites.
