There could not be a more exciting time to be Chief Executive of the VOA as the agency undergoes transformational change, which affects all its customers and all its people.

This is a fantastic opportunity to join an organisation which provides the government with valuation and property advice needed to support taxation and benefits, supporting the collection of more than £50 billion of revenue to fund essential public services such as hospitals and schools.

As the public sector’s property valuation experts and advisers, the VOA helps millions of people to pay the correct property taxes and receive the correct financial support.

The Chief Executive of the VOA will work closely with me as the First Permanent Secretary and Chief Executive for HMRC, setting the strategic plan and objectives and providing strategic leadership and direction for the agency. Representing the VOA across the Civil Service and leading the Agency through a demanding transformational agenda, this is a challenging role.

If you are a confident and influential leader who has a strong track record in service delivery and putting customers at the heart of everything you do to make a real difference, I look forward to receiving your application.   Job description The Chief Executive Officer (CEO) is a substantial and challenging role, leading the VOA (an Executive Agency of HMRC) through a demanding transformational agenda, while continuing to ensure operational delivery to agreed service levels.

The CEO is responsible for providing strategic leadership and direction to the Valuation Office Agency (VOA). The CEO also sits on HMRC’s Executive Committee.

The CEO will shape and transform the way we do our business, ensuring that we have the capability to improve our service to our customers and work more flexibly in the future.

Responsibilities Setting the strategic plan and objectives for the Agency.

Accountable to the CEO of HMRC for the operational delivery of business and domestic property valuations and property valuation advice, in line with agreed service levels.

Accountable to the CEO of HMRC for implementing the transformation required to ensure the agency’s sustainability over the long term.

Accountable to Parliament for the agency’s expenditure and performance, including ensuring that the Agency operates within appropriate legal frameworks.

Leading the VOA’s people to ensure they are clear about what is expected of them, engaged with the agency’s strategies and connected to the agency as an employer.

Maintaining constructive relationships with a range of senior stakeholders across government to ensure we influence their development of policies in a way that allows VOA to deliver.

Overseeing handling of the most complex cases and approaches to novel, high profile and sensitive challenges.

Keeping the Agency within its overall budget of £200M.

As a senior leader at DG level within the Civil Service, the CEO will also:

Experience:

A proven track record of successfully leading operational delivery and large-scale transformation within an operational environment.

Knowledge, Skills and Abilities:

An exceptional leader who is able to show through a record of accomplishment that they have the necessary skills, credibility, and imagination for this influential and demanding role.

High level of confidence and an ability to challenge and influence at a senior level.

Excellent strategic skills, possessing a high level of political acumen.

Excellent interpersonal skills demonstrated by an approachable style, being a good listener and the ability to win respect and build effective relationships with their staff and senior stakeholders through personal actions and commitment to declared intentions.

As Accounting Officer to Parliament on expenditure and performance, must have highest levels of integrity and business ethics, demonstrated by reputation and personal standing.

Must be a Board level team player willing to share the overall leadership challenge

Board level leadership experience in large, complex private or public sector organisations.

Demonstrable experience of policy setting, based on strong business acumen.

Experience of delivering benefits and continuous improvement, both in financial and performance terms.

Demonstrable ability to form constructive relationships with demanding and senior stakeholders.
