Individuals and Small Business Compliance (ISBC) is a large, diverse and important part of HMRC. Part of Customer Compliance Group (CCG), we have around 9,000 people in 24 locations and our people carry out compliance activity covering a population of 5.7 million small businesses and 45 million individuals. These cover a large range of activities from high volume desk-based campaigns addressing a variety of risks across different tax regimes to officers carrying out complex interventions requiring deep technical tax knowledge and where necessary face to face engagement with some of our customers.

Reporting to the Director ISBC, this is a Tax Professional role. ISBC Policy & Strategy (P&S) is one of ISBC’s three ‘enabling’ functions, supporting ISBC operations to deliver more strategic and effective approaches to compliance. The team acts as a bridge from operations to policy and strategy teams and initiatives in CCG, HMRC and beyond. We bring in wider insight and evidence to inform ISBC priorities, ensure compliance has a strong voice in internal and external developments that present new risks and opportunities for ISBC, and help turn policy changes into operational reality.   Job description This role is a policy professional role covering strategy, policy, insight and fiscal events. A key element of the role will be liaising confidently with senior stakeholders within HMRC, Ministers, HM Treasury and Other Government Departments (OGDs).

Key Responsibilities:
  • Developing deep insight into ISBC risks and current treatments to inform strategic priorities, through a rolling programme of thematic reviews and insight work.
  • Developing and delivering the new ISBC model for generating upstream yield.
  • Leading on ISBC engagement with HMRC and Government policy development (Budget, Finance Bill) and strategic risk management products and processes (Tax Gap, Strategic Picture of Risk, Risk Treatment Plans).
  • Leading work to refresh HMRC’s compliance strategy for small businesses, the Hidden Economy, and delivering new legislative measures (public sector conditionality) and operational approaches for Individuals and Small/Micro businesses.
  • Leading work to anticipate key import fraud and excise compliance risks, influencing policy responses and driving operational preparations; and preparing credible, costed plans for post-Brexit ISBC compliance work, working closely with stakeholders across HMRC
  • Developing and delivering strategies to tackle import fraud by promoting compliant behaviours and leveraging intermediaries.
  • Overseeing the development of the new strategy to tackle Electronic Sales Suppression (ESS) and work with HM Treasury on consultation and options for new policy measures to tackle cash-based evasion.
  • Supporting the Department for Business, Energy & Industrial Strategy (BEIS) in the design and delivery of their proposed Single Enforcement Body for worker rights, including National Minimum Wage.

Key Accountabilities:
  • Developing our strategic compliance approach for individuals and small businesses;
  • Thematic leadership on a number of key compliance issues, including tackling the hidden economy and import fraud;
  • Ongoing input to cross-HMRC work on post-Brexit compliance strategy;
  • Development of HMRC culture, encouraging and facilitating high levels of employee engagement;
  • Effective delivery of team targets through effective management, coaching and development of its senior leadership;
  • Proper, effective and efficient use of team resources;
  • Effective risk management and corporate governance of the team.
  • The jobholder is also a member of the ISBC senior leadership team with collective accountability for the overall performance of ISBC.

Person Specification The successful applicant will be able to demonstrate strengths and experience in the following areas:
  • Strong understanding of HMRC’s strategic objectives and how they apply to the work of ISBC.
  • Strengths in working in the policy/strategy area, ideally together with experience of working within a tax and customs compliance environment.
  • Excellent leadership and influencing skills to engage confidently in a wide range of situations
  • A strong track record of quickly building effective internal and external partnerships across organisational boundaries, preferably including working with Ministers.
  • Experience of leading and influencing strategic change, with a proven ability to ‘think outside of the box’ to identify shifts in thinking and approach that can be translated into effective delivery by operational teams.
  • Proven ability to nurture and build capability within teams
  • Ability to provide structure and direction where there is little existing precedent or practice, and supporting teams through ambiguity.
