Your new role

An exciting opportunity has arisen for highways enforcement officer X4 to join the Traffic and Highways Team on a full time and permanent basis. This post holder will support and deputise for the Highways and Street Works Co-ordinator in the provision, management and co-ordination of Street Works. As a Street Works officer, you will manage permit applications ensuring that the only deemed permits that have occurred have been as the result of technical issues and to ensure that the aims of the Traffic Management Act must be adhered to.

You will be responsible for Issuing and tracking of fixed penalty notices when breaches of conditions included in the East of England permit scheme are identified by inspectors. You will also manage permit fee reconciliation monthly and deal with financial queries when they arise from utilities. The role requires you to monitor charge production work specifically related to Defect and Sample Inspection fee charges as well as expenditure, income, fees and charges.

You will carry out efficient and effective street enforcement patrols, inspections and surveillance targeted at enforcing environmental crime such as dog fouling, littering, fly tipping, highways enforcement (trading, fly posting, graffiti, unauthorised advertising, unlicensed carriage of waste, unlawful encampments, abandoned vehicles, ASB, Public Space Protection Orders (PSPO), the use of the Community Safety Accreditation Scheme (CSAS) powers) and any other relevant abuse of open and public spaces to improve the appearance of the street environment and to bring about compliance of relevant legislation and the Council's Environmental Enforcement Policy.

What you'll need to succeed

Previous experience of working within highways / street work environment is essential. You need to be able to communicate effectively and be engaging as you will be liaising with the general public and different stakeholders. To be successful in this role, previous experience in managing and issuing highways related permits is highly essential. NRSWA City and Guilds Street works qualification will be highly advantageous but not essential.

You need to have a sound understanding of the legislation and enforcement powers available for street enforcement and an ability to identify opportunities to enhance effectiveness . Experience of undertaking environmental enforcement in a similar frontline role including evidence gathering and statement writing and attendance at court is essential for this role.

Good knowledge and understanding of relevant legislation in relating to enforcement including environmental crime and ASB. Excellent customer care skills which include a proven ability and understanding of communication at all levels will be ideal. You need to be able to deal effectively with complaints and difficult situations in a diplomatic but assertive manner.

Previous experience of working within TFL- rail environment or utility company would be considered.
