HMRC is the UK’s tax, payments and customs authority, we have a vital purpose, and we collect the money that pays for public services and help families and individuals with targeted financial support.

HMRC’s Fraud Investigation Service (FIS) is responsible for the department’s civil and criminal investigations. FIS ensures that HMRC has an effective approach to tackling the most serious tax evasion, fraud and bespoke avoidance.

FIS is home to a wide range of people with a variety of skills and professional backgrounds – including accountants, cybercrime specialists, criminal justice professionals, tax professionals and operational delivery support teams. We use a range of powers and approaches to protect funding for UK public services, investigating the most harmful tax cheats and ensuring nobody is beyond our reach.

FIS is undergoing an exciting period of transformation, led by the Modernising Fraud Investigation Programme (MFIP). A key strand of the Modernising Fraud Investigation Programme (MFIP) is the Investigation workstream. This has already seen the creation of a new business area called ‘Investigation Services’ which has oversight and accountability for 13 national Investigation Hubs. These regional Hubs will transform our operating model and approach to fraud investigation, addressing some of the most significant business challenges and risks. This transformation will bring significant cultural change for our people whilst creating a more effective and efficient organisation. Job description This role will give the successful applicant the opportunity to work on one of the biggest and most ambitious transformation programmes in HMRC, the Modernising Fraud Investigation Programme (MFIP). This programme combines technology, learning and how we work to maximise our effectiveness against fraud.

The Workflow tool, built using Microsoft Office 365 software, will facilitate work and gather management information to support delivery as well as performance measures, and will be critical to achieving the objectives of our transformation programme and the Investigation Services directorate. The tool is currently being rolled out with new services coming online from October. The successful candidate will work alongside the lead architect to play a key role in this.

MFIP includes delivery of technical and challenging new approaches. Digitisation will play a major role in how we gather and use information assets to drive business change and performance. You will be key to creating a more customer-focused approach by utilising automated technology to create a clear customer journey and visibility of task management, via tools such as the Tasking and Workflow Tool.

Responsibilities • Role modelling HMRC values and behaviours when carrying out their duties and engaging with colleagues across the business.

• Work proactively to improve the workflow tool based on feedback, practical evidence as well as direction from the lead architect, ensuring that changes are considered, tested and that the product continues to meet business needs.

• Supporting the lead architect with the delivery of training and communications, explaining the technology and the functionality in clear, simple terms to users of varied technical capabilities.

• Proactively working alongside teams to help support them in the delivery of these changes, ensuring that they have the confidence and IT skills to use it proficiently.

• Ensuring that the workflow tool systems collect and translate all the required management information, into a succinct and easy format, needed to assess performance and a quality service to customers.

• Keeping knowledge and skills up to date and actively seeking developments in the software, and other products, that could be valuable to the business.

• Be comfortable in dealing with challenge and questions from users, championing why the changes are necessary and beneficial to them and HMRC.

• Helping develop an effective, wider-support structure and build capability of others through mentoring, sharing of technical knowledge and best practice.

• Support the lead architect with project documentation/record-keeping and responsibilities and stakeholder communications.

• Support the lead architect and Investigation Strand colleagues with interlinking projects & responsibilities e.g. identifying benefits and efficiencies, developing national policies and instructions.



Essential Criteria:

• Previous working experience in a fast-paced, high profile environment with regular senior level attention and challenge.

• Self-motivated, organised and able to find technical solutions based on the needs of the business and users.

• Understanding and practical use/experience of Microsoft Office 365 in a development environment, specifically SharePoint, Lists/Forms, Teams and Power Automate (Flow)

• Understanding and practical use of Power BI and Power Apps.



Desirable Criteria:

• Experience of working with multiple stakeholders to successfully deliver a technical product as part of a project or change initiative.
