The Engineering Projects Group (EPG) is an in-house consultancy service working with both internal and external clients to provide and deliver Engineering and Highway services, developing schemes from inception through to completion. EPG is a rechargeable service and operates a trading account.
The Engineering Project Development Team of the Engineering Projects Group is responsible for the cost-effective development, procurement and implementation of a diverse range of civil engineering infrastructure projects funded from a variety of budget and client sources.
Deliver the objectives of the Infrastructure Services Division by applying coordinated and cost effective project management skills to all aspects of capital infrastructure projects with regard to highway, urban enhancement, land reclamation and remediation works with associated landscape improvements from project inception to completion. The post holder is required to work with and provide appropriate advice to Members, consultants and officers of the Council and external funding bodies to achieve successful delivery of Council promoted infrastructure projects.
KEY RESULT AREAS
Provide project management expertise for internal and external project's for initiation, development, procurement and delivery.
Undertake the control, review and monitor project cost, quality and progress against allocated resources, agreed budgets and quality standards.
Significantly contribute to the successful management of the Infrastructure Division's Capital Programme.
Work within all Council policies, procedures, standing orders and legal requirements.
Successfully deliver projects through all stages and activities via sound project management principles.
DETAILED TASK PROFILE
Ensure projects are delivered to the required standard of quality and within the specified constraints of time and cost, for a diverse range of engineering projects, via recognised project management principles.
Prepare bids to external funding bodies and assist in the preparation of briefs for other clients as appropriate.
Ensure all projects are procured in accordance with Standing Orders and Financial Regulations or funders specific procurement requirements and is compliant with the Council's strategies and objectives.
Continually review, evaluate, negotiate and question the output of consultants and contractors in order to ensure that best practice methodology is applied to all processes of project delivery to achieve value for money.
Co-ordinate projects seeking to improve their value and cost effectiveness via integrated solutions through liaison and joint initiatives with other funding sources.
Manage projects enabling works such as ground investigations, ecological and environmental surveys, traffic surveys and modelling and hydrological studies.
Coordinate the WelTAG process to demonstrate project value, cost effectiveness and viability via integrated solutions, through liaison with external funding bodies.
Prepare and present complex technical reports, letters and presentations to Elected Members, officers, funders and the community.
Ensure all projects comply with current legislation and all statutory consents and approvals are obtained in order to protect the Authority from subsequent challenges, claims or litigation.
Initiate, arrange and fully participate in all aspects of project consultation and ensure appropriate liaison and timely information is provided to all parties especially local Ward Members.
Identify land requirements and manage the acquisition of land by negotiation or statutory powers.
Contribute to the Infrastructure Division's Capital Programme monitoring.
Help implement the Division's Policy on Road Safety Audits.
Undertake all duties in accordance with the requirements of the Group's Quality Assurance System and contribute towards the development of the Project Development Team's QA procedures.
