The People Analytics and Insight (PAI) Directorate was established in late 2019 and is a rapidly growing and evolving part of HMRC’s Chief People Officer (CPO) Group, or HR. The Vision of the Directorate is to ‘deliver people insight and analytics to enable HMRC to shape its future through the use of evidence-based decision-making’.

Job description The role sits within the Strategy and Governance team, which is one of three capability areas in PAI: Engagement and Planning; Analytics and Insight; and, Strategy and Governance. The purpose of the Strategy and Governance team is to:

• Develop and implement the people data strategy.

• Deliver on the accountability for people data governance including data security.

• Drive the implementation of a unified people data repository and oversee its ongoing development.

• Support Chief People Officer’s area with development of tools and techniques, training, data sourcing and controls and assurance.

• Managing relationships with other key stakeholders in HMRC who are involved in data strategy and governance.

The CPO GDPR project is aiming to improve GDPR compliance in CPO in order to protect the personal data we process and to meet legislative obligations. This is a key communications and engagement role that will help improve colleague confidence and accountability in handling staff personal data.

You will contribute to the continuous development and improvement of our business as well as supporting the capability of your colleagues. You will be supported to undertake GDPR Communications related activities and will become a valued and successful member of our team.

This post is full-time, however applicants who wish to work alternative working patterns are welcome to apply. Responsibilities • Responsible for communications and engagement for the CPO GDPR project and enabling continued CPO engagement with GDPR when the project ends as part of Business as Usual (BAU).

• Establish and oversee the delivery of CPO GDPR communications plans within agreed time.

• Stakeholder management, communicating effectively with a wide range of stakeholders across CPO.

• Establishing a mechanism to measure the effectiveness of communication and cultural change.

• Work closely with the Corporate Security team and CPO Building Information Capability project to align communications and engagement.

• Support the Project Manager by identifying and monitoring project risks and issues. Developing mitigating actions with project leads and escalating as appropriate.

• Design and deliver cross-CPO communications, including consultations and focus groups.

Person Specification

As a GDPR Capability & Engagement Officer, you will play a key role in the CPO GDPR Project and how we operate across the entire business area. This role requires an individual who can take the initiative and work with little or no supervision.

Essential Criteria

You are expected to demonstrate experience of the following skills within your application:

• Good written and verbal communication skills

• Good planning skills

• Experience planning and managing projects

• A positive approach to problem solving

• A collaborative approach, keen to work with others to achieve progress against shared objectives and ideas

Desirable Criteria

• A project or programme management qualification such as Prince2, MSP or APMP

• A sound knowledge and understanding of GDPR frameworks, or a willingness to learn

• Experience of communications and engagement within business projects.
