Summary As the Head of HR Process & Technology, you will be the process and technology leader for the HR Function and the HR Leadership team. You will be responsible for leading development and support, and work in partnership with our CDIO (IT) function. This role encompasses product ownership accountability for prioritising business demand and managing the solution development lifecycle for the products within the HR portfolio, with applications including Success Factors and Service Now. Job description In leading the HR Process & Technology team, you will be accountable for HR process design, continuous improvement and implementation of the HR digital roadmap through the progressive rollout and build of the right technology and data. One of the key achievements in the next year will be the successful role out of ServiceNow for HR by ensuring it delivers outcomes across people, process, technology and data. It will support HR Transformation by enabling us to move to a new service delivery model in HR with more intuitive self-serve for colleagues and improved workflows removing manual and repetitive tasks for HR teams.

HR process and technology are key enablers of the HR Transformation we are seeking in HMRC to support the delivery of HR’s contribution to making HMRC a Great Place to Work. The current experience for colleagues undertaking HR processes is unclear, not integrated and often manual and time-consuming. The ambition is to deliver a personalised and scalable industry-standard employee experience for the 65,000 colleagues working in HMRC to make doing everyday tasks easy and straightforward. In parallel it will deliver important business outcomes. A prime example is strategic workforce planning and a new learning offer that will enable us to build essential skills now and in the future underpinned by career pathways.

HR processes is an important area of focus. We use the government framework as the basis for our HR Process Taxonomy and you will be responsible for driving ownership, design and delivery of the processes contained within this. Against the taxonomy you will prioritise the HR process design activity needed to map out and reimagine HR processes, standardising them to align with industry best practice to support future technology enablement. You will lead a multi-disciplinary process team who will undertake this work with our HR business process owner teams to deliver process improvements in terms of employee experience, efficiency and opportunities for automation and optimising technology.

This is an exciting time to join us. The successful candidate will have an influential role to play not just in HMRC and the delivery of key projects like ServiceNow as part of HR Transformation but across other government departments through working closely on Government Shared Services and the SAP cluster.

This role reports into the Director HR Design, Technology and Operations.

Responsibilities • Accountable for the end-to-end HR Process design and technology domain including all global HR processes, technical products and related IT services. This includes ownership and maintenance of the HR Process Taxonomy, responsibility for the delivery of the HR Digital Roadmap, strategy and vision plus the regular review of implementation sequencing based upon priorities and funding.

• Provide leadership and consultation to senior HR stakeholders on process improvements, user experience, technology investments and value-add activities in alignment and support of business strategic initiatives.

• Manage effective working relationships with HR global process owners and lead HR Technology Design Authority to establish and sustain effective ways of working.

• Ensure the successful and on-time deployment for HR Technology projects e.g. ServiceNow.

• Lead Product Teams driving ongoing product improvements, continuous learning and improvements from user feedback and managing regular SaaS releases in coordination with CDIO. Existing products include Qualtrics.

• Manage the departmental budget and oversee the capital allocation for approved projects. The postholder will be a key stakeholder in the development of Spending Review propositions.

• Maintain vendor relationships with relevant Technology strategic partners (third-party system integrators), Application Management Service providers, and SaaS Suppliers.

• Ensure all processes, services and products supporting the business are compliant with internal security, risk management policies and practices, external regulatory and statutory requirements.

• Lead and assure end-to-end HR process design, demonstrating the value for and experience of the user.

• Work closely with Programme Management to manage the governance, implementation and benefits realisation e.g. HR, Technology, Change Portfolio, Strategic Implementation Partner and Third Party Vendors.

• Lead HR process and content authorities with robust change and governance activity in place to provide assurance on the health of HR processes to the CPO Director General.

• Overall responsibility for delivering engaging and effective content to enable users to accomplish HR tasks and easily navigate channels and services.

• In partnership with People Analytics and Insight, maintain the integrity of the common HR data model against agreed government data standards and strategy.

• Curious and stays current in the evolving HR technology market.

Person Specification
Applicants should be able to demonstrate their experience and capability in the following areas:

• Experience in both HR process and HR technology; supporting the delivery of HR transformation and continuous improvement (business operating models, processes & products).
• Track record in successful technology strategy development including roadmap, solution design, product and service management.
• Experience of vendor management, in technology sourcing i.e. Success Factors, ServiceNow and Microsoft.
• Ability to translate problems into solutions, alongside identifying the potential and strategic fit of HR technology.
• An excellent people leader with outstanding relationship and stakeholder management skills.
• Strong influencing and communication skills.
