This is an exciting opportunity to join an established and highly regarded programme at the heart of enabling true transformational change across HMRC.

You will be responsible for managing a complex programme of change across one of Europe’s largest IT estates, migrating all HMRC’s services out of the current on-prem data centres to AWS, Microsoft Azure or Crown Hosting. Several successful migrations have already been delivered, including the move of the UK’s tax platform onto public cloud. You will continue to build upon this impressive track record and manage a team of civil servants, partners and 3rd party suppliers to complete the programme.

With 4,000 people, CDIO Group are a key part of HMRC. As one of the most digital organisations in the UK we are leading the biggest digital transformation in Europe. This significant organisational transition involves changes to our operating model to drive an increased focus on our customers and develop new capabilities. Our task is to continue to deliver high-quality services and technology as they drive this transformation, while providing an outstanding service to our internal and external customers and ensuring a great experience for everyone who interacts with HMRC.

Responsibilities Key Responsibilities:

Delivery Outcomes:

• Manage the programme to deliver the exit out of the 3 identified datacentres by June 2022, whilst meeting the additional delivery outcomes of remediating technical debt where possible, minimising risk to the business providing a strategic platform for future application migrations.

Communications and Stakeholder Management:

• Ensure stakeholder interests are identified and addressed. Segment and manage multiple stakeholder groups appropriately in complex environments. Build consensus across a large and often diverse group of stakeholders and develop strategic relationships with internal and external suppliers. Work closely with the SRO to co-manage senior stakeholders. Establish and maintain a stakeholder dashboard to support engagement across the team.

Leadership and Guidance:

• Provide direction and guidance on development to the Programme team and more broadly across department and government, along with the governance and engagement required for successful outcomes.

Resource Management:
• Build and maintain a strong delivery-focused programme team. Provide leadership and direct larger multi-disciplinary teams to deliver successfully.

Risks and Issues:

• Accountable for ensuring strategic and operational risks and issues are identified, prioritised, assessed and mitigated. Ensure senior stakeholders are briefed, updated and where appropriate, enrolled in the management and control of key risks. Identify and engage specialists as appropriate.

• Provide strategic leadership in monitoring benefit delivery and to maximise benefits from the programme.

Programme Performance and Controls:

• Responsible for identifying success criteria, set project controls and be accountable for performance. Monitor and control progress, engage fully with assurance and respond to recommendations.

Leadership vision and objectives:

• Create an environment in which projects can succeed – working effectively together and managing dependencies. Deliver benefits and outcomes set out in business case.

Dependency Management:

• Quality Assure the dependency management process, work with senior stakeholders to resolve issues and act as a link between the programme and business governance.
• Create and maintain an environment where individuals can succeed and develop.

  Essential Skills:

• Proven experience of leading a broad range of technical and business change projects / programmes against a backdrop of large-scale organisational change.

• Proven experience of simultaneously leading multiple projects that cut across different areas. Understanding how these fit together, managing inter-dependencies, putting in place appropriate governance structures and ensuring a strategic approach to their delivery.

• Proven experience of engaging at a strategic level leading on technical and business change and playing a key role in setting organisational objectives, influencing policy and effectively communicating this to both business and technical stakeholders.

• Extensive Senior experience in the leadership and management of staff, (technical and non-technical) and contracts/vendors

• Proven Commercial Management of project costs and multi-million-pound budgets.

• Proven experience of leading delivery in a multi-supplier environment, including the management of supplier relationships and performance.

• Proven experience in developing capability within an organisation, including empowering, supporting and developing staff to achieve the highest performance standards including mentoring and influencing senior individuals.
