Job Description 

We are looking for a passionate and experienced HR professional who can map the workforce, customer and structural capabilities required to recommend and design OD&D interventions that will positively change the employee experience at HMRC. 

 

As the OD&D Lead for design and development programmes, you will focus on developing effective business partner relationships with key business areas; enhancing organisational effectiveness and performance by helping to shape and develop culture through directorate led business transformation and people plans. You will contribute to the continuous development and improvement of our business as well as supporting the capability of your colleagues. 

 

Your key relationships and connections will be across Strategy, Transformation programmes and Business areas.  You will work with leaders, HR and transformation programmes to build products, learning and outcomes that will close the gap between desired and actual experience ensuring it fits together clearly to drive the overall culture of the organisation. In addition, you will work alongside HR partners to support the business to identify and develop responses to gaps within the work they deliver. 

 

This also includes focussing on supporting teams to be locally empowered to grip and resolve employee engagement areas, you will work with leaders, managers and colleagues to help build trust, embed our values and commitments and lead change well. Working in partnership with the business, you will help set the organisational development agenda so that inclusivity and respect are built as a result of key strategic decisions and interventions. 

 

 

 

Key Responsibilities 

  • Be confident in demonstrating the principles, methodologies, tools and techniques of both organisation design and development. 
  • Lead multi-disciplinary project teams to design and deliver OD&D outcomes 
  • Demonstrate practical experience of handling senior stakeholders in a high-profile change environment.  
  • Hold a formal OD qualification or demonstrate equivalent specialist knowledge and proven experience gained in a fast-paced delivery environment. 
  • Leading on organisation design projects, you will work alongside business areas to deliver an organisational design approach to developing operating models that deliver tangible business and cultural outcomes. 
  • Supporting change programmes/dependencies to influence the desired culture and behaviour change HMRC requires for the future. 
  • The ability to think creatively when problem solving and to translate complex matters simply and effectively to stakeholders is key.

Person Specification 

As an Organisation Design and Development Lead, you will play a key role in developing the interface between the OD&D Expert Service and the business.  

 

  • You build effective stakeholder relationships, including with senior leaders. 
  • You are an excellent communicator both verbally and in writing. 
  • You are a confident and capable influencer at a senior level. 
  • You have a collaborative approach and are keen to work with others to achieve objectives. 
  • You have a positive and innovative approach to problem solving. 

 

 

Essential Criteria 

You are expected to demonstrate experience of the following skills within your application: 

  • The principles, methodologies, tools and techniques of organisation design and development.  
  • Practical experience of handling senior stakeholders in a high-profile change environment.  
  • Experience of leading multi-disciplinary project teams to deliver OD&D interventions. 

 

 

Desirable Criteria  

  • CIPD Membership (or equivalent professional membership). 
  • Understanding of large, complex organisations and how their business areas operate as a system.  
  • Experience of communications and engagement within business projects. 

 

Additional Desirable Requirements and Qualifications 

A formal Organisation Design/Development qualification or equivalent specialist knowledge and proven experience gained in a delivery environment.
