Job Description:

Our client is lloking for an experienced Performance and Risk Manager to work on 36 hour per week contract role to start on the 11-12-17 until the 04-03-18 with a likely extension to the contract role.

Hours: 9:00 am to 5:00 pm

Purpose of Job:

 Drive the performance and risk management agendas within the authority, responding to both local and national priorities and working closely with the Head of Performance, Strategic Lead – Programmes and Performance, Chief Operating Officer, Directors and the Chair of the Performance and Contract Management Committee.

 Produce the quarterly monitoring report of the council’s budget, performance and risk registers, with finance colleagues, for the Performance and Contract Management Committee – seeking commentary from senior officers and gaining the appropriate clearance.

 Implement the corporate performance and risk management frameworks and build performance and risk management capability across the council, including with those service areas that are being delivered on the council’s behalf.

 Provide assurance that the council’s priorities are being delivered through effective performance and risk management arrangements, ensuring that services are escalating issues for the Strategic Commissioning Board to consider.

 Provide support to the Commissioning Group and services through research, analysis and interpretation, training, advice and direct intervention.


Strategic Development

 Advise senior managers on performance and risk management arrangements and provide support to the Head of Performance in annually reviewing the Performance Framework and Risk Management Strategy and Policy Statement to ensure they remain fit-for-purpose.

 Work closely with service Directors and management teams; identify potential performance and risk challenges at an early stage and work with services to ensure causes are reviewed, wider implications understood and actions in place.

 Oversee delivery of elements of the annual programme of strategic performance improvement activity, focused on corporate priorities, including First Stat sessions, quarterly performance and risk reviews for Delivery Unit Board and other items.


Knowledge, training and experience


Educated to degree level or equivalent by experience, preferably in a performance or risk management environment.
 Competent user of Microsoft Office (specifically Word, Excel, PowerPoint, Outlook)
 A thorough knowledge of the principles of effective performance and risk management in a complex business
 Knowledge of performance improvement techniques including business process analysis and re-design
 A thorough knowledge of the principles of effective project management in a complex and highly dynamic business
 Project management qualification to PRINCE2 or equivalent by experience
 Able to accurately interpret and use statistics
 Excellent written and verbal skills
 Experience of writing concise research / policy briefings for a variety of stakeholder groups
 Able to interrogate, analyse, interpret and present findings from qualitative and quantitative data
 Able to interpret reports in order to produce findings and recommendations for actions/areas of improvement.
