Purpose of the Job
To lead and be accountable for the civil engineering and street lighting team in the delivery of a diverse, technical, and complex programme of capital and revenue works which embraces the objectives of the Council and its partners.
To provide, manage and where necessary procure the specialist services needed to develop, maintain and monitor the effective and efficient operation of the Council's street lighting and civil engineering works including: highway structures, highways improvement schemes, cliff and coast protection and flood risk management.
The post holder will also be responsible for ensuring the effective procurement, compliance and management of NECs contracts in relation to the above service areas and act as the Framework Manager for both Professional and construction services framework.
To performance manage and develop a large team of technical staff (12 to 15 staff members) responsible for the delivery of civil and street lighting engineering projects, ensuring that any applicable nationally and locally set performance management targets and the council's performance management standards are met.
To lead in the assessment, design, development of options, consultation and implementation of a wide range of Highway, Traffic and Road Safety Engineering projects consistent with the Councils Local Transport Plan.
To manage the authority's Structural Engineering services ensuring that a regular programme of inspection and maintenance is undertaken in accordance with the relevant specifications and guidance.
To manage the authority's Coastal Protection service including liaison with appropriate government departments and other external organisations.
To manage the authority's Flood Risk Protection service including liaison with appropriate government departments and other external organisations.
To manage the authority's Street Lighting service including liaison with appropriate government departments and other external organisations.
To manage/oversee large capital and Revenue works programme in the region of £20m per annum in accordance with financial regulations and standing orders including checking of contractor's invoices and certifying payments.
- Minimum of a degree in Civil Engineering or equivalent and a Chartered Civil Engineer (CEng MICE).
- Minimum of a degree or professional qualification in Project Management.
- Extensive knowledge of highways design and construction and associated processes.
- Knowledge of highways structures design and construction and associated processes.
- Knowledge with Flood risk management and policy
- Knowledge with Coastal risk management and policy
- Knowledge with Street lighting maintenance and policy
- Extensive knowledge and demonstrable understanding with procurement and contracts management of major infrastructure projects
