About HMRC Communications

HMRC Communications has an essential role to play in getting tax right for everyone. Our work supports HMRC's customers, engages our 60,000-strong workforce and tackles the minority who cheat the tax system. We're one of the biggest and best communications teams in government - and our actions help fund the UK's hospitals, schools and other vital public services.

Our press team runs one of the biggest 24-hour news operations both in Government and the UK. We set and respond to the fast-paced news agenda on tax. Whether it's tax avoidance by global corporations, offshore tax evasion, or the huge operation of the Self-Assessment and Tax Credits systems involving millions of individuals.

Over the last year we have been integral in delivering the Government’s response to COVID 19, having produced extensive media campaigns to support the Job Retention Scheme, Eat Out to Help Out and Self Employment Income Support Schemes. And we continue to deliver the ongoing schemes whilst communicating how the UK’s departure from the EU impacts our customers. As a Media Relations and PR Officer you will be responsible for managing the media and stakeholder relations for the south east of England, as well as working across all aspects of HMRC’s press office as and when needed.


The role involves some overnight stays away from home as well as late nights and early mornings when our work dictates it.

Experience has shown that given the nature of the role and the small size of the team, this job is not suitable for job sharing or alternative working patterns.

This is a challenging and demanding role that can be stressful at times. The days can be long and unpredictable, but if you like a challenge and a rewarding job where no two days are the same, then this is the one for you.

The role is based in our Croydon regional centre, although you will be able to work on a hybrid basis with a minimum of two days a week from home.

Important: Following a recent announcement by the Prime Minister, Government Communications is at the start of a large-scale re-structure. It’s possible over the next 12 months HMRC Comms could have to be redeployed if we can't secure agreement for our current structure. For that reason, we cannot guarantee current recruitment campaigns will mean a secure permanent position, please consider this before applying.

Responsibilities The successful candidate will:
• Work with lines of business communications teams to identify external communication requirements.
• Seek opportunities to promote HMRC activity in the local media and with local stakeholders.
• Establish and maintain effective relationships with relevant journalists and stakeholders.
• Establish and maintain effective relationships with colleagues in HMRC Communications and lines of business.
• Commission appropriate briefing to allow provision of relevant and accurate answers to questions from the media in writing or verbally.
• Write news releases which accurately reflect HMRC policy and ensure the HMRC press office style guide is adhered to in all external products.
• Carry out evaluation of media coverage.
• May be required to join the press office out of hours rota
• Deliver proactive media strategies to enable HMRC to set the news agenda and very occasionally carry out local TV and radio interviews.

Person Specification

We are looking for someone who:
• Has the ability to collaborate across the department/Civil Service
• Can make effective decisions, often under pressure.
• Has superb writing skills, including grammar and punctuation.
• Has excellent organisation skills to ensure work is delivered accurately and on time.
• Is innovative and open to new ideas to improve our work and the way we work.
• Is a real team player who motivates, engages and supports others.
• Has the ability to act as an ambassador for Press Office and HMRC Communications both internally and externally.

Essential Criteria

You are required to demonstrate experience of the following within your application:
• Experience of working as an external communications professional in a government or similar organisation, preferably as a press/media relations officer, or as a journalist.
• The ability and experience of operating in a demanding and busy environment.

The post requires excellent communications and drafting skills and an ability to organise and work accurately to tight deadlines. You will be working with multiple stakeholders so an ability to work collaboratively with others and build consensus. Behaviours
